Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Elsie Initiative aims to help increase the meaningful participation of women in United Nations peacekeeping operations. It focuses on female uniform officers in police and military roles. This is the area where the international community is having the most difficulty in achieving gender parity targets. The Initiative also seeks to transcend discussions about numbers by working to increase the meaningful participation of women. This means that substantially higher number of women are represented at all levels and in all functions - in non-traditional roles and positions of authority, in assignments that match their experience and training, and in an environment that offers equal deployment conditions and a professional culture conducive to their participation.
Cameroon sends soldiers and police officers to peacekeeping operations and has received approval from the Elsie Fund to develop a project aimed at increasing the number of female uniform officers in peacekeeping operations. The funding requested is intended to carry out an assessment of the obstacles to the significant deployment of women in uniform within military and police institutions. In this light, under the leadership of UN Women and in collaboration with UNDP, a workshop was held in Kribi from 14 to 19 July 2024 with the Armed Forces and Police focal points designated by their superiors to elaborate the project, followed by another to finalize the documentation from 22 to 24 August 2024 in Ebolowa.
The proposal of the armed forces was forwarded to the Elsie Secretariat in New York, which provided feedback. The amended documentation is expected to be sent back to the Secretariat shortly, and it is envisaged that a consultant will be recruited to finalize the document. The consultant will be reporting to the Programme Specialist, who will be the point of contact on the contract and payment issues.
Description of Responsibilities/ Scope of Work
The consultancy aims to finalize all documentation relating to the submission of the MOWIP taking into account feedback from the Elsie Secretariat, under the supervision of UN Women and UNDP.
More specifically, it will involve:
- Establishing contact with the focal points of the Armed Forces who have taken part in the proposal development workshops to date in order to plan working sessions, with the support of UN Women.
- Reviewing all the documentation with the focal points and making the recommended adjustments and additions. This documentation includes: The Prodoc, and annexes consisting of: Technical Proposal (A), Workplan Timeline (B), Budget (C) Project Risk Assessment (D).
- Finalizing all documentation and submit to UN Women for further processing.
Deliverables
Inception report; Draft of the PRODOC The Prodoc and annexes of the Armed Forces MOWIP are enriched and finalized on the basis of the feedback received; All documentation is available and ready for transmission to the Elsie Secretariat.
