General background The Strategic Project Management Office (SPMO), under the Department of Planning (DoP), oversees the UNRWA projects portfolio, ensuring effective governance, alignment with the Agency’s strategic framework, and consistent application of the Project Procedures Manual (PPM). To strengthen coordination with UNRWA Field Offices and HQ Departments and Divisions, the SPMO requires a Project Portfolio Officer to support portfolio management processes, reporting, monitoring, and communication, including through the Project Monitoring and Reporting System (PMRS). II. Duties and responsibilities Under the supervision of the Head of the SPMO, the Project Portfolio Officer will: 1. Coordination and portfolio support - Act as a liaison between the DoP and Field Offices and HQ Departments and Divisions to ensure timely follow-up on project portfolio matters. - Monitor and track project reporting and portfolio performance. - Support quality assurance reviews to ensure alignment with the PPM, the PMRS, and Agency priorities. 2. Event and workshop organization - Plan and coordinate events, workshops, and capacity-building sessions related to project management. - Handle all logistical arrangements, including invitations, materials preparation, and follow-up communications related to the above referenced events. - Draft minutes, summaries, and reports to capture discussions and to ensure that follow-up actions are tracked. 3. Stakeholder engagement, monitoring, and reporting - Facilitate communication with donors, partners, and internal stakeholders to ensure the timely flow of information. - Support the preparation of quarterly and annual project assessment and performance reports, including data collection and validation through the PMRS. - Assist in compiling, analyzing, and presenting project data in user-friendly formats (dashboards, charts, briefing notes, presentations). - Contribute to donor reporting and knowledge management processes. 4. Administrative and logistical support - Maintain project portfolio records, including project documents, reports, and governance papers. - Provide organizational and administrative support for governance bodies such as the PAC and PRC. - Support the preparation of presentations, briefing notes, and internal communications. Qualifications/special skillsEducation - Bachelor’s degree in Political Science, Development Studies, Public Administration, International Relations, or a related field. Experience - Minimum of 2 years of relevant professional experience in project management, development programming, or coordination roles with the UN or NGOs in humanitarian or development settings. - Previous experience in liaising with multiple stakeholders (HQ, Field Offices, donors, or partners). - Experience organizing events, workshops, or training programmes. - Experience in data collection, analysis, and presentation for decision-making. - Experience supporting project monitoring and reporting systems. Skills and competencies - Excellent coordination and organizational skills, with the ability to manage multiple tasks and priorities. - Strong interpersonal and communication skills; proven ability to work in multicultural teams. - Advanced proficiency in English (spoken and written) and Arabic; ability to draft high-quality reports and communications in English. - Technical proficiency in MS Office Suite (Word, Excel, PowerPoint); familiarity with data analysis and visualization tools (e.g., Power BI, STATA) is an asset. - Demonstrated ability to produce accurate, high-quality outputs under tight deadlines.
