Job Purpose:

The purpose of hiring an Individual Consultant “PSEAH Coordination Analyst, Kabul” is to provide dedicated support to UNFPA’s Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) portfolio and to the inter-agency PSEA Network in Afghanistan. The Analyst will work under the supervision of the UNFPA PSEA-H Specialist and Network Coordinator, and in close collaboration with UNFPA units and programmes, implementing partners (IPs), and inter-agency counterparts. 

The Analyst will contribute across UNFPA’s threefold safeguarding responsibilities. First, by supporting internal systems, the Analyst will support staff and units apply safeguarding policies, strengthen safe reporting and referral pathways, and reinforce accountability mechanisms to ensure that risks and incidents are handled safely and consistently. Second, in support of implementing partners, the Analyst will assist with the rollout of the UN Implementing Partner PSEA Capacity Assessment, help design and follow up on capacity-strengthening plans, and provide technical mentoring to build sustainable safeguarding systems across IPs. Third, in relation to inter-agency coordination, the Analyst will support the work of the PSEA Network, which UNFPA leads on behalf of the UN Country Team (UNCT) and Humanitarian Country Team (HCT), by supporting coordination among more than 500 organizations, contributing to joint community engagement initiatives, and assisting collective prevention and response. 

Based in Kabul with frequent travel to field locations, the Analyst will engage directly with staff, partners, and communities; combine efforts with GBV, AAP and DI mechanisms; provide practical support for capacity-building and outreach; and remain available to assist in emergency response, when required. The overall aim of the role is to help ensure that UNFPA’s safeguarding commitments are consistently translated into concrete protection measures for affected populations and frontline staff, with a strong focus on gender-sensitive prevention, safe reporting, and victim-centred response.

You would be responsible for:

Under the overall supervision of the UNFPA PSEAH Specialist and Network Coordinator, and in close collaboration with UNFPA units and programmes, field offices, implementing partners, and inter-agency counterparts, the Analyst will provide operational and technical support to strengthen UNFPA’s PSEAH and safeguarding commitments across its threefold responsibilities: internal systems; implementing partners; and inter-agency coordination. She/he will perform the following tasks:

Internal systems 

Support UNFPA CO and field teams to integrate safeguarding measures into programmes and operations by assisting staff in applying policies and procedures.  Reinforce safe and confidential reporting and referral pathways within UNFPA-supported programming.  Contribute to the collection, analysis, and follow-up of safeguarding-related assessments to strengthen accountability.  Assist in organizing and delivering training sessions, workshops, and mentoring for UNFPA staff to ensure consistent prevention, safe disclosure management, and victim-centred responses.  Work closely with other UNFPA units, particularly those responsible for Gender-Based Violence, Accountability to Affected Populations, and Disability Inclusion, to provide cross-cutting safeguarding support that is fully linked to SRHR and humanitarian interventions.  Promote staff wellbeing by supporting awareness and prevention of sexual harassment in the workplace, and by ensuring that female staff in particular are aware of safe reporting channels and available support services.

Implementing Partners 

Support (both established and new) implementing partners to meet UN requirements on PSEA and to strengthen their safeguarding capacity.  Assist in rolling out the UN Implementing Partner PSEA Capacity Assessment. Guide implementing partners in the development and follow-up of capacity-strengthening and action plans.  Provide technical mentoring and tailored support to ensure that partners build sustainable and effective safeguarding systems.  Strengthen safeguarding measures for frontline female staff engaged by implementing partners, ensuring their safety and wellbeing.  Ensure that implementing partners’ accountability, reporting, and referral mechanisms are gender-sensitive, accessible, and responsive to the needs of programme participants, especially women, girls, youth, and other groups at heightened risk. Support community engagement and outreach efforts in coordination with implementing partners to raise awareness among at-risk groups about their rights, safe reporting options, and available victim support services.  Strengthen safeguarding measures for frontline female staff engaged by implementing partners, ensuring their safety, wellbeing, and access to safe reporting and response mechanisms in cases of sexual harassment or abuse.

Inter-Agency Coordination 

Contribute to UNFPA’s role as lead of the Afghanistan PSEA Network, on behalf of the United Nations Country Team and the Humanitarian Country Team.  Support the implementation of the Network’s work plan at national and sub-national levels.  Participate in coordination meetings, inter-agency field missions, and joint monitoring visits.  Assist in the delivery of Network-wide activities, including training, community engagement initiatives, and information-sharing platforms.  Contribute to the documentation and sharing of lessons learned and good practices to strengthen collective prevention and response.  Promote a strong inter-agency focus on safe reporting and support for women, girls, youth, and other groups at heightened risk, and actively support outreach to ensure these groups are aware of their rights and protection pathways.  Support and link with the Gender-Based Violence Area of Responsibility coordination to build synergies with PSEA efforts, especially around victim referrals, community outreach to at-risk groups, and the use of SEARO risk index to inform joint initiatives. 

Support

Provide logistical, administrative, and translation support for PSEAH activities and events, as required.  Assist with the organization of field visits, workshops, meetings, and emergency deployments to ensure smooth implementation of safeguarding activities.  Support the roll-out of the SEARO risk index. Provide inputs to reports, briefing notes, and other documentation related to PSEAH and safeguarding, as requested.

Qualifications and Experience: 

Education:  

Master’s degree in social science, gender, international relations, risk management, or a related field; OR a Bachelor’s degree in the same fields with two additional years of relevant professional experience
 

Knowledge and Experience: 

At least 2 years of professional experience in humanitarian or basic human needs coordination or programming, ideally in areas relevant to UNFPA’s mandate. Experience in protection from sexual exploitation, abuse and harassment, community engagement, accountability to affected populations, and/or disability inclusion is desirable, with an understanding of how these intersect with UNFPA’s programme areas.  Familiarity with the UN Partner Portal (UNPP) and experience in conducting the UN Implementing Partner Protection from Sexual Exploitation and Abuse Capacity Assessment is a strong advantage.  Previous experience working with UNFPA, another UN agency, or an international organization is an asset Strong oral and written communication skills, with proven ability in drafting, reporting, and producing programme-related documentation.  High level of accuracy and professionalism in document production.  Excellent interpersonal skills and the ability to work inclusively and collaboratively. Ability to adapt and work effectively in challenging environments.  Commitment to UNFPA’s mandate and values, including advancing reproductive health and rights, gender equality, protection, and youth empowerment.

Technical expertise in safeguarding, PSEAH, conduct, and accountability.  Strong capacity-building, facilitation, and mentoring skills.  Ability to analyse information and produce high-quality reports.

Language Requirements: 

Excellent command of written and spoken English. Dari and/or Pashto are necessary, as the working languages in Afghanistan.
