The Position:
The International Programme Coordinator’s (hereinto referred as Programme Coordinator) post is located in Aden. Under the overall direction of the UNFPA Representative for Yemen and direct supervision of Deputy Representative the incumbent will be responsible for the day-to-day operations and oversight of the substantive and technical content of the programme, as well as finance, personnel and office administration matters

Job Purpose
The Programme Coordinator provides leadership and oversight across programme operations, management and technical leadership, and partnerships and coordination to ensure the effective delivery of UNFPA’s humanitarian, recovery, and development programmes.
The role is responsible for leading programme implementation and performance management; advancing UNFPA’s policy and advocacy agenda; and building strong partnerships with government counterparts, UN agencies, development partners, civil society, and local communities to maximize impact and results in line with UNFPA priorities and standards.
Major Activities/Expected Results
Partnerships and Programme Coordination
Uses data to facilitate policy dialogue and support evidence-based advocacy and policy dialogue with relevant state authorities, line ministries, and key institutions to advance UNFPA’s policy agenda, including reproductive health, population and development, youth, and gender/GBV priorities. Map and maintain an updated inventory of humanitarian and development partners, including national and international NGOs, and ensure coordinated actions for effective delivery of UNFPA-supported assistance. Coordinates the results based management of annual workplans for the UNFPA country programme Participates in the UN system joint initiatives and takes a leading role in provision of technical and programme advice to the selected themactic groups as relevant Work closely and systematically with UN agencies and international stakeholders to integrate RH, youth, and gender/GBV issues into their plans, programmes, and projects. Build and maintain strong working relationships with key humanitarian and development partners, including WHO, World Bank, UNDP, UNICEF, WFP, OCHA, UNAIDS, and UN Women, ensuring regular information sharing and coordination. Substantively contributes to the implementation of Country Programme in the area of Population and Development, Reproductive Health, Youth and gender/GBV priorities; In collaboration with the country office humanitarian response team, plans, implements, monitors and reports UNFPA provincial response in the area of GBV; Maintains a continuous flow of information with government and donors and pursues innovative ways to maintain and create new partnerships.Contributes to the resource mobilization strategy by analyzing information on potential donors, and preparing substantive briefs and project proposals in line with donor priorities.
Management and National Capacity Development
Brief the UNFPA Representative and senior management on socio-economic and political developments in the region and their implications for UNFPA-supported programmes.Oversee and manage the humanitarian, recovery, and development components of UNFPA programme operations. In the context of the UNFPA supported Country Programme, recommends areas of population assistance on the basis of continuous review and analysis of demographic and socio-economic data and national population policies.
Promote and facilitate the integration of SRH and GBV priorities into the Humanitarian Needs Overview, Yemen Humanitarian Response Plan, and other appeal processes and strategic documents. Creates knowledge by evaluating on-going programmes and projects, documents lessons learned, best practices and replicable strategies and actively shares and applies this knowledge Provides day-to-day technical support to the implementing partners, which include the government, civil societies and academic institutions in the thematic areas of population and development, reproductive health, and gender; Contribute and support the drafting of project proposals and concept notes for resource mobilization. Support the coordination and functioning of the SRH IAWG and GBV Sub-Cluster. Work closely with the Communications Team to develop products that promote UNFPA’s work, including human interest stories, briefing notes, radio content, articles, and documentaries. Represent UNFPA, as delegated, in regional and national coordination forums, including ASMT, Area HCT, ICCG, PMTs, and other UN inter-agency platforms. Support the documentation of best practices, lessons learned, and innovative approaches.Resource Management
Supports the Representative in the management of UNFPA human and financial resources, with particular attention to ensuring systems of accountability as per UNFPA policies, rules and procedures; Implements and monitors the UNFPA accountability framework on a continuous basis the substantive, administrative, and financial aspects of programmes and projects, and organize and participate in regular evaluation exercises. Work closely with the M&E Unit to ensure efficient and effective programme implementation, including performance tracking, data quality assurance, timely reporting, and use of evidence for decision-making and course correction. Ensure proper documentation, filing, and version control of all programme-related documents in the Country Office Google Drive, in line with agreed folder structures and record-keeping standards. Support the tracking and monitoring of UNFPA programmes and supplies. Oversee the preparation and review of workplans, monthly reports, and other required reports as needed.Carry out any other duties as requested by Representative and Deputy Representative
Job Requirements
Education:
Advanced degree in social work or other social sciences, public health, community health, international relations, international law, human rights or related field;
Knowledge and Experience:
A minimum of 5 years of experience in reproductive health and gender issues and their application in international humanitarian or development settings; Experience in humanitarian coordination; Knowledge of the humanitarian reform process and roles/responsibilities of humanitarian actors; Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors; Experience in program management;Required Competencies:

Languages: Proficiency in English. Working level knowledge of Arabic is required.
