Background
Migration is one of the defining features of human existence. It significantly influences aspects of economic and social development, everywhere. Despite its negative connotations and stereotypes, migration has always been an important dimension of human development. It helps build connections, transform communities, and empower people all over the world, also playing a key role in economic growth and sustainable development, both at the national and local levels.
Globally, UNDP is working to maximize the developmental benefits of human mobility and to mitigate any negative consequences. UNDP works with partner countries to balance short-term responses to addressing the impacts of emigration with long-term sustainable development solutions.
Migration waves, which started in the 1990s, have led to an outflow of Moldovan nationals, with a quarter of the population residing abroad. The Moldovan Government (GoM) has increasingly recognized the potential of the diaspora as a catalyst for its development efforts and acknowledges that, if addressed and managed properly, human mobility can also bring many opportunities, changes, and improvements in the country.
The UNDP “Leveraging the positive impact of migration on Moldova’s development through improved policy evidence and better engaged diaspora” project (2024-2026) is part of a thematic Programme on diaspora engagement, implemented by IOM, UNDP, UNICEF and WHO, with the financial support of the UN Migration Multi-Partner Trust Fund. The Programme is linked with and operationalizes the UNDP-IOM Multi-Year Roadmap for Cooperation on Migration and Sustainable Development in Moldova launched in June 2021, for enhanced coordination, cooperation and joint interventions in the migration and development field.
The overall objective of the project is to leverage the positive impact of migration on Moldova’s socio-economic development and minimize the negative effects of migration.
The objective will be achieved by working to address the capacity limitations of the GoM to devise appropriate migration policies targeting groups left behind and highly skilled migrants through a range of concrete outputs devised to reach:
Outcome 1: National public governance and development programs and policies effectively and efficiently facilitate diaspora engagement based on improved evidence.
The project will strengthen the capacities of relevant public authorities for ensuring effective migration policy design and management. It will draw recommendations for policy response following the profile analysis of various categories of migrants, diaspora communities and their engagement potential as well as of the impacts that migration and remittances have on the structure of the communities left behind, including children.
Outcome 2: Moldovan diaspora is engaged to contribute to sustainable homeland development via innovative and sustainable models.
In this sense, the project will employ innovative mechanisms to strengthen diaspora engagement, including the establishment of participatory platforms for outreach, consultation and capitalization of diaspora’s skills, knowledge, and expertise for development initiatives.
The UNDP project’s core support will aim at consolidating the knowledge and capacities of all Moldovan public institutions (as direct beneficiaries) with a diaspora-related mandate, the direct beneficiaries (diaspora and migrant groups), and public, as well as creating sustainable data instruments, dialogue, and engagement platforms (both virtual and physical).
Based on the specific background and requirements of the project stakeholders, the interventions will generate targeted and supplemental support in line with overall objective - increasing the diaspora’s engagement and propensity to systematically interact and maximize their positive impact on the socio-economic development.
Following the project support, the GoM will engage diaspora in dialogue and participation in public governance to accelerate the national development agenda, following the design of a Diaspora Engagement Platform, which will operate as a counselling board/unit involving highly skilled professional diaspora members to provide policy advice, recommendations for new initiatives, and inspirational good practices in various sectoral areas of governance, both at the central and local levels.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
The Communication Analyst will coordinate the implementation of the Project’s communication and public outreach portfolio, particularly focusing on:
Effective communication plan management:
Contribute to the timely and efficient delivery of outputs and products leading to the achievement of expected Project results and ensure full compliance of all the actions with UNDP policies and procedures Coordinate the activity of the project’s national consultant(s) in the field of communication and public outreach; Review, implement and continuously monitor the project’s communication, using appropriate feedback mechanisms and monitoring tools; Establish meaningful partnerships with mass-media, at the local and national levels; Ensure synergies with other programmatic partners on joint outreach, communication, and capacity building activities; Identify appropriate suppliers for the provision of services required for the implementation of the communication plan; Ensure compliance with all corporate rules and regulations of UNDP and the Donor organizations in the field of communication and visibility promotion, efficiently cooperate with the UNDP and the Donor organizations communication analysts; Provide solid inputs to project’s analytical products, work plans and progress reports, etc.; Support the Project Manager and the UNDP CO in general project implementation and related strategic processes.Visibility of project results:
Support the communication capacities of project’s partners (including representatives of Diaspora Relations Bureau, line ministries and civil society organizations); Document best practices (via articles, success stories, interviews, press releases, etc.) and ensure wide dissemination and visibility of project achievements in the national media as well as in the local and regional media/websites; Design concepts for communication products and oversee their implementation; Organize press trips and ensure media coverage; Provide support to the project team on the conceptualization of new initiatives in line with the project’s objectives.Assist country office’s knowledge management and dissemination:
Provide support to Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities; Contribute to knowledge networks and communities of practice including corporate communications repositories; Assist in providing training for project personnel on internal and external knowledge management; Assist in keeping the country office’s Intranet up-to-date and free from unnecessary data.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization
Institutional Arrangement:
Under the guidance and direct supervision of the Project Manager, the Communication Analyst shall contribute to an effective and efficient implementation of the project’s communication and outreach plan, contributing to an increased visibility of the project. The Analyst will apply and promote the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.
The Communication Analyst will work in close collaboration with the Project Manager and the project staff for the effective achievement of results, anticipating and resolving complex project-related issues and information delivery.
The Communication Analyst shall exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies, and strategies, as well as implementation of the effective internal control systems.

Education:
Advanced university degree (Master’s degree or equivalent) in Journalism, Communication, Public Relations, Sociology, International Relations, or another relevant field is required, or A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.Experience:
Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in communication, mass-media, public relations, and/or other substantive.Required skills:
