Job Overview:
The purpose of a WASH Technical Officer position is to contribute with specific technical competences to project implementation. This position will normally not entail management responsibility for staff, but under certain circumstances the job may entail management responsibility for a very limited number of staff at assistant level. These circumstances can either be related to time-bound support or permanent but in scope limited administrative support.
If supervision of technical or a wider range of staff is needed, the position of Team Leader is to be used.

Generic Responsibilities:

Lead and manage all phases of WASH activities, including needs assessment, beneficiary selection, project planning, implementation, and evaluation, ensuring alignment with program goals and objectives. Develop and maintain weekly and monthly activity plans for WASH teams and ensure timely, high-quality implementation of all planned activities in line with project timelines and donor requirements. Conduct site-level assessments, including needs, vulnerabilities, and resources mapping for returnees, IDPs, and host communities to inform effective project design. Design and estimate WASH infrastructure projects (e.g., water supply schemes, latrines, drainage, solid waste management) in accordance with national and international technical standards. Ensure the technical soundness and appropriateness of all WASH infrastructure designs, BoQs, and construction documents, including solar-powered water systems and sanitation facilities. Supervise field-level implementation of WASH interventions, ensuring construction works and services adhere to quality standards, design specifications, and safety regulations. Conduct regular monitoring, supervision, and technical support visits to project sites to ensure effective implementation, troubleshoot challenges, and support field staff. Prepare high-quality technical reports and documentation, including weekly/monthly progress updates, assessment reports, concept notes, and infrastructure designs. Ensure inclusive and transparent beneficiary selection based on established vulnerability criteria for WASH support, particularly among IDPs, returnees, and marginalized groups. Maximize community participation throughout the project cycle—from planning to implementation and monitoring—to enhance ownership, sustainability, and appropriateness of interventions. Facilitate field assessments and interviews with community members and relevant stakeholders to understand needs, challenges, and local dynamics influencing WASH responses. Liaise and coordinate closely with local authorities, community leaders, NGOs, and relevant WASH actors to ensure effective implementation, avoid duplication, and promote synergies in programming. Participate actively in sub-national cluster meetings and training events to stay updated on sector developments and represent the organization's WASH work. Lead, mentor, and supervise WASH field teams, providing technical guidance, on-the-job training, and performance feedback to ensure effective team function and capacity development. Working in close coordination with the WASH Coordinator and other technical/project leads to ensure consistency of approach, information sharing, and timely support. Conduct rapid assessments and emergency response planning for WASH in conflict-affected or disaster-prone areas, including quick interventions for displaced populations. Support the development of assessment reports, concept papers, and donor reports by providing accurate field data, lessons learned, and best practices from WASH implementation. Undertake any other tasks or responsibilities as assigned by the WASH Coordinator, including travel to challenging and remote locations across districts and provinces.Generic Professional Competencies:

Minimum of University degree in civil engineering faculty. At least 4 years’ working experience in community-based projects.
