Background Information - UNOPS Hub in Amman
The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The functions/duties/key results of the assignment
The incumbent will operate under the direct supervision of Project Manager, Management and Coordination Specialist, QA/QC Engineer or their assignees, and in close coordination with the procurement team, providing technical expertise to support all aspects of automotive engineering for the E4J project. The role ensures timely advice, analysis, and technical support during the procurement of vehicles for the favor of different sectors applying QA/QC procedures
to ensure prompt delivery of goods. The candidate is expected to contribute to data collection, needs assessment, validating specifications, participate in procurement panels as an expert in subject matter, and provide technical advice when needed.
Functional ResponsibilitiesUnder the direct supervision of the Project Manager, the Vehicle Compliance & Validation Engineer will be responsible for:
Technical Review & Compliance
Review technical specifications in tender documents and confirm their accuracy and applicability.
Assess bids and manufacturers’ technical documentation for compliance with required specifications.
Validate compliance against international vehicle standards, emissions norms, and safety regulations.
Validation & Testing
Verify conformity of offered vehicles with stated performance parameters (engine, drivetrain, safety, emissions, durability).
Conduct technical validation (desk-based or physical inspection/testing as required).
Provide recommendations on suitability for local conditions (terrain, climate, usage).
Documentation & Reporting
Prepare compliance checklists and technical evaluation reports.
Document deviations, risks, and mitigation measures.
Provide written recommendations to support procurement decision-making.
Stakeholder Engagement
Liaise with suppliers, manufacturers, and regulatory authorities when clarification is needed.
Advise project stakeholders on best practices in vehicle validation and compliance.
Deliverables:
Compliance validation checklist(s) for each vehicle type.
Technical evaluation reports of all received offers.
Final recommendation report summarizing compliance status and validation outcomes.

A bachelor's degree in Mechanical Engineering, Automotive Engineering, or related field is required..
Possession of Project Management Certificates (e.g., PMP, Prince) is an asset.
Work Experience
Minimum 2 years of relevant experience in vehicle validation, automotive testing, or compliance engineering.
Demonstrated knowledge of international automotive standards is required.
Experience in evaluating 4x4/off-road vehicles is required.
Strong analytical, technical writing, and reporting skills are desired.
Languages
Fluency and communication skills in English and Arabic are required.

Terms and Conditions
For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
