Work LocationHome country Expected duration02.01.26-01.01.27 Duties and ResponsibilitiesThe United Nations Economic Commission for Europe (UNECE) is conducting activities on exploring opportunities of moving to carbon neutrality in the UNECE region by 2050. To this end UNECE is also further developing and implementing an extensive programme on Sustainable Resource Management that consists in particular of the further development and dissemination of the United Nations Framework Classification for Resources (UNFC) and the United Nations Resource Management System (UNRMS). In July 2021, ECOSOC issued Decision 2021/250 on the Updated United Nations Framework Classification for Resources. The UNECE Expert Group on Resource Management (EGRM) is responsible for development and implementation of UNFC and UNRMS. The ECOSOC Decision “endorsed the updated United Nations Framework Classification for Resources of 2019, recommended that the updated Framework Classification be disseminated widely, invited States Members of the United Nations, international organizations and the regional commissions to consider the possibility of taking appropriate measures to ensure the application of the updated Framework Classification in countries worldwide…”. At its 43rd plenary meeting, on 25 July 2023, the United Nations Economic and Social Council in its Resolution (E/RES/2023/19) invited States Members of the United Nations, international organizations and the regional commissions to consider the possibility of taking appropriate measures to ensure the application of the UNRMS Principles and Requirements worldwide. In view of these requests for worldwide dissemination of UNFC and UNRMS, the objective of this consultancy is improved communication, dissemination and visibility of the implementation of UNFC and promotion of UNRMS principles in the UNECE region, with a focus on EU member states. The resulting outcomes from this work will lay the foundation for comprehensive and targeted outreach on UNFC implementation and promotion of UNRMS principles in 2026. This will facilitate implementation of UNFC in the EU Critical Raw Materials Act and in the UNECE region and beyond and the UNRMS principles and hence sustainable resource management in the UNECE region. A critical aspect of this work is highlighting the alignment of these frameworks with the Sustainable Development Goals (SDGs) and showcasing their support for and alignment with the UN Secretary-General’s Principles on Critical Energy Transition Minerals (CETMs). The Consultant will play a pivotal role in promoting the development of a knowledge hub on UNFC and UNRMS and training materials that underscore best practices and global standards in resource management. The communications strategy will also involve supporting the global network of International Centres of Excellence on Sustainable Resource Management (ICE-SRMs), ensuring a cohesive visual identity and unified messaging across all initiatives. Under the supervision of the Chief of Section, the Consultant will undertake tasks to support the work on sustainable resource management, including UNFC and UNRMS, and its role in attainment of the Sustainable Development Goals and the Paris Agreement. The Consultant will undertake the tasks outlined below, including those linked to workshops, webinars, activities and communications on sustainable resource management and sustainable energy. The Consultant will support the development of the relevant parts of mandated tools and policy briefs, media and social media campaigns and the preparation of material for posting on the website and preparation of related communications material. The Consultant through her/his expertise will be tasked to strengthen the Project’s activities, media presence, outreach and communications and provide expert advice on positioning messages, events, and the outputs of the Project in the broader context of the Division’s and UNECE’s activities. The Consultant is expected to offer expert services in the following areas: • Provision of expert sustainable resource management- and sustainable energy-related communications advice on ongoing work and broader initiatives, ensuring that an impactful communication perspective is integrated, leveraging specialized knowledge in sustainable resource management and sustainable energy. • Overseeing the conceptualization and production of high-impact communication materials (e.g. policy briefs, infographics, social media visuals) by applying deep thematic knowledge of the sector to reach targeted audiences. • Provision of expert sustainable resource management and sustainable energy communications guidance on PR materials to maximize the impact of policy briefs, workshops, and webinars as well as the Project in UNECE countries and beyond, connecting them to related work within the Section and the Division at intergovernmental meetings, workshops, webinars and other events. • Maintaining and further developing the Knowledge Hub on UNFC and UNRMS and ensuring maximum visibility • Assistance in other tasks as required, utilizing expert knowledge in sustainable resource management and sustainable energy communications to maintain the highest standards of quality and effectiveness. Qualifications/special skillsAdvanced degree in the field of Linguistics, Communication, International Relations, Journalism, Marketing or Management. 2 years of experience in communications is required. Sustainable resource management - and sustainable energy-related communication skills with good understanding of the UN Framework Classification for Resources (UNFC) and the UN Resource Management System (UNRMS) and related media possibilities and opportunities for them is required. Experience in preparing high quality videos on resource management and sustainable energy topics is required.
