Göksu Taşeli Watershed Development Project (GTWDP):
Göksu Taşeli Watershed Development Project (GTWDP) is jointly funded by Government of Turkey and International Fund for Agricultural Development (IFAD). The Project will be supervised by IFAD (Financier).

The overall objective of Göksu Taşeli Watershed Development Project (GTWDP), is to reduce rural poverty by supporting economic diversification through value chain development and sustainable natural resource management. The Project targets to increase farmers’ income from improved agricultural production and marketing activities in the targeted area with strengthened resilience to climate shocks. The Project would also contribute to improving the standards of living of the nomadic Yörük tribes in the highlands of the Taurus Mountains, through capacity building that would assist them to organize for improved management of the common natural resources. The project outcomes include:
i) sustainably increased farm productivity,
ii) higher product prices received by smallholder producers.
The GTWDP is being implemented in selected villages of 11 districts of Konya and Karaman provinces of Central Anatolia. These districts are located in the Göksu sub-catchment, one of the four in the East Mediterranean Watershed. The Project area includes 238 villages that are situated in the mountainous parts of the 11 districts where the elevation varies between 600 m and 1 800 m. Each component would focus on elements of the identified value chains (VCs).
The GTWDP includes three components namely:
i) Agricultural Productivity and Natural Resource Management,
ii) Market Access Enhancement and
iii) Project Management.
Uplands Rural Development Project (URDP):
Upland Rural Development Project (URDP) is jointly funded by Government of Turkey and International Fund for Agricultural Development (IFAD). The Project will be supervised by IFAD (Financier). The financing agreement of Phase I was signed on 26.12.2017 and became effective through the Approval of the Board of Ministers, numbered 2018/11274 and dated 22 January 2018. It has being implemented in two phases and operates over two funding cycles.
The overall objective of the Upland Rural Development Project (URDP), on the other hand, is to enhance the welfare and socio-economic resilience of small farmers in highlands. This objective can be attained by making the use of natural resources sustainable and improving the resilience and economic opportunities of poor people in rural areas based on farms and agribusinesses linked to more profitable economic clusters. The key strategy of the Project includes developing rural production, encouraging sustainable use of soil and water, and enhancing the adaptation capacity of smallholding farmers to climate change. This strategy depends on two basic complementary outcomes (outputs): (i) Development of critical agribusinesses through better natural resource management and high added value for rural transformation by using an economic clustering approach, (ii) Enhancing access of small farmers to financial services by strengthening special financial resources.
At the first stage, the Project will be implemented in the Eastern Mediterranean (Adana, Mersin, Osmaniye) and the Western Black Sea (Bartın, Kastamonu, Sinop) regions targeting 45 districts and 30,000 households. At the second stage of the programme, the inclusion of additional provinces will be evaluated by depending on the successful implementation of first phase. Quantitatively URDP’s two phases are expected to benefit about 47,400 households. URDP beneficiaries are divided into three main categories: (i) economically active poor households, (ii) economically active households with upsides, and (iii) contributors to rural development and clustering investments. URDP has three components: (i) Clustering for Flexible Rural Transformation, (ii) Inclusive Rural Finance, (iii) Project Management.
Scope of Work
Under the supervision of Projects Coordinator and MoAF Surveys and Projects Department (SPD) of General Directorate of Agrarian Reform, the Targeting, Gender and Social Inclusion Analyst will have overall responsibility about Targeting, Gender and Social Inclusion of URDP and GTWDP in national and international levels. The Targeting, Gender and Social Inclusion Analyst is responsible for implementing project activities in a timely manner according to the project plans, relevant project documents/mission reports and UNDP´s program procedures and delivering high-quality outputs in a variety of project implementation processes.
The Targeting, Gender and Social Inclusion Analyst works in close collaboration with the IFAD Projects Coordinator and SPD to ensure smooth and timely management of inputs as well as other Project staff and Portfolio Manager to coordinate activities and seek synergies.
The Targeting, Gender and Social Inclusion Analyst is expected to assume the following tasks:
Advising and supporting the Targeting & Gender Specialist at the provincial level, in the effective gender mainstreaming of targeting, gender, and social inclusion in project activities Developing project based and annual full targeting and gender strategy and action plan Preparing weekly, monthly, quarterly and yearly full targeting, gender and social inclusion monitoring reports To work in close collaboration with teams, tasks force established at all levels to organize/ implemented and monitor community mobilization/sensitization activities, including application of selection criteria for the beneficiaries based on the agreed criteria in the PIM. Support overall formation and strengthening of smallholder groups and oversee the work of the gender focal points (The Farmer Support Teams (FST) in the project provinces. Assess and revise current gender and social inclusion action plan, working in close collaboration with Multi Stakeholder Platforms (MSP) committees to ensure community mobilization/sensitization activities are organized in order to capture women and youth groups; ensuring affirmative actions are undertaken for their participation (i.e. quotas); The specialist will also be responsible for inclusion and application of specific tools from the household methodology into capacity building activities of groups. The analyst will work in close collaboration with the Business Development Analyst. The main task will be to identify on the basis of analysis (participatory methodologies) the opportunities that the project will offer along the value chain for non-farm actors, especially women, youth and other disadvantaged categories. Ensure that there are adequate communication materials on Gender and Youth issues; review existing training materials and evaluate whether additional information shall be included for specific sectors/issues. Ensure that the materials the project develops are gender sensitive. Based on the area for training identified, for women and youth and subsequent collaboration with service providers to provide ad hoc training, draft ToRs for service providers in collaboration with CPMU. The trainings will also target farmers organizations. Work in close collaboration with service providers for HHs methodology and ensure adaptation of key tools in existing materials and teams at district level are trained in the methodology. Working with each specialist in the Central Project Management Unit (CPMU) in critically reviewing project design to see how each component or subcomponent address gender issues, and identify opportunities for strengthening implementation from a gender perspective Provide feedback and suggestions on how to enhance project outcomes with respect to targeting, gender equality and women’s empowerment, and social inclusion and preparing relevant plans and reports as requested. Participating in the development of detailed ToRs and tender documents of national and local service providers to various project components to ensure that target groups will be able to participate effectively in all components and meet the project’s targets from gender perspective Based on the input of the targeting and gender specialist, developing and ensuring development of a dissemination strategy of knowledge management products Liaising with the IFAD Country Office, the IFAD Gender Team and the UNDP Gender Team on questions regarding gender mainstreaming in implementation, knowledge sharing and other aspects Serving as channel of communication between the project and others working on gender issues in government, implementing agencies, other development projects and IFAD Being familiar with targeting and gender policies of the institutions linked to the project, including national policies and those of ministries, implementing institutions and financing agencies, including IFAD Establishing linkages with other gender, women’s or social inclusion programmes implemented nationwide by national, international and intergovernmental agencies Documenting evidence-based information on pro poor approaches and targeting, as well good practices in gender equality and women’s empowerment
Institutional Arrangement
Under the supervision of Rural Development Projects Coordinator and MoAF Surveys and Projects Department (SPD) of General Directorate of Agrarian Reform, the Targeting, Gender and Social Inclusion Analyst will stand as the Gender and Youth focal point, performing activities in project implementation, M&E and knowledge, communication, advocacy and network, to mainstream social inclusion and preparing necessary plans, reports, as requested.

Minimum Qualifications of the Successful NPSA Min. Academic Education
