NRC is looking for a Shelter & WASH Project Manager to join the Afghanistan mission. The role holder will be responsible for the implementation of Shelter & WASH projects and activities in Central, East, and South Eastern regions of Afghanistan. The position encompasses team management, project cycle management, capacity building, integrated programming, and coordination with stakeholders.

What you will do
Shelter and WASH strategy development. Shelter projects development, coordination and management, in line with strategies, proposals, and donor requirements. Shelter project implementation (activities, budget and project documentation). Technical direction and assurance of high quality of projects. Project budget development and management. Stakeholder management and external coordination. People Leadership through staffing, structure, and management of the team; and capacity building and on-the-job training. Bachelor’s degree in civil/construction engineering. Senior level project implementation experience in a humanitarian/recovery context. Shelter and WASH programme expertise. Project cycle management experience. Complex and volatile context exposure. Central and East Afghanistan context exposure and knowledge, pertaining to displacement and humanitarian needs. English fluency, both written and verbal. Pashto and Dari knowledge.What makes this position attractive?
Since the Taliban take-over of Afghanistan in August 2021, a reduction in conflict has meant that access has improved. However, a withdrawal of diplomatic and development actors, and an assertive new authority has created challenges in maintaining principled humanitarian access, not least due to the deteriorating position with regard to women’s rights. The humanitarian situation in Afghanistan is complex, protracted, and worsening. The country recently underwent a regime change in a short space of time. The current regime has limited resources and/or systems in place to provide basic services. In addition to this, internal displacement has taken place due to conflict, climate change, and the economic crisis currently experienced in the country. Afghanistan is facing an unprecedented humanitarian crisis with a risk of systemic collapse and human catastrophe. The Central & East Area Office comprises of a diverse and committed team of 400 staff, a portfolio of NOK. 70 million, six thematic areas, emergency responses teams, and two camps in earthquake-response areas. This is an opportunity to contribute to the protection and assistance of vulnerable and crisis-affected women, girls, boys, and men. NRC Afghanistan is one of the leading humanitarian response agencies (particularly for Afghans forced to flee), maintaining a presence of 12 offices and over 1,000 staff in 14 provinces across the country. NRC Afghanistan is the largest INGO in the country, at a programmatic, field coverage, and staff count level.
