Organizational Context and Scope
Under the overall coordination of the Sub-Regional Director and the direct supervision of the Director, Coordination Office for the Mediterranean and Chief of Mission in Italy and Malta, the incumbent will be responsible for supporting the smooth implementation of projects and programmes under the MMU Unit, and contributing to the long-term sustainability of IOM‘s strategic position with Italian and EU donors.
- Independently lead and coordinate the implementation of the projects under the MMU Unit, namely, Italy’s MSU within the RDPP NA; AVRR activities from Italy, MFA Migration Fund and Fondo Premialità, CinemArena, etc.
- Monitor the implementation of activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
- Provide technical support in the implementation of activities with the Italian Government related to migration management processes and procedures, in line with established project frameworks and relevant regulations.
- Collaborate with the IOM Missions in the Mediterranean Region in the implementation of GoI-funded projects and programmes, supporting information exchange, coordination of activities, and follow-up on project-related matters.
- Provide technical and administrative support for the yearly process related to MFA Migration and Premialità funds, including preparing documentation, consolidating inputs from IOM Missions, tracking follow-up actions, and supporting reporting on fund implementation.
- Coordinate with PPSU to ensure MMU actions and activities are aligned with the overall programming of the Mission.
- Support the compilation, and data collection on national, regional, and international migratory trends to provide inputs and background for briefings to Italian counterparts, EU Embassies, other stakeholders.
- Monitor project budget expenditures; verify availability of funds, and coordinate with relevant Project Managers on necessary budget revisions and auditing requirements.
- Participate in meetings and conferences related to MMU activities, as requested by the COMED Director; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Coordinate the preparation of briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
- Supervise and provide guidance and training to reporting staff.
- Perform other related duties as assigned.
EDUCATION
- High School diploma with seven years of professional experience; or,
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.
EXPERIENCE
- Experience supporting implementation, reporting and monitoring activities.
- Familiarity with the Italian local context, including its migration policy, economy, culture, its language, as well as the functions and procedures of the Italian main Institutions.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Experience in working in a humanitarian context and in a multi-cultural setting.
- Experience in the usage of office software packages (MS Word, Excel, etc.)
SKILLS
- Proven ability to support projects and programmes, including monitoring budgets and activities in accordance with IOM policies and procedures.
- Ability to maintain effective working relationships with partners.
- Knowledge of IOM financial rules and regulations will be an asset.
