Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Officer / Warrant Officer training and/or university degree in a relevant technical field
Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
Experience in negotiations and liaison with governmental and military authorities
Ability to compile and analyse information of a political-military nature
Desirable:
• Previous international field experience
• Knowledge of the political-military history of and recent developments in the mission area
• Working knowledge of the local language
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Second-level university degree in a relevant technical field. A first-level university degree in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree.
Experience:
6 years (including 3 years in management) with second-level degree.
8 years (including 3 years in management) with first-level degree.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
A Second-level education in the field of international relations, security and/or defense studies;
A minimum of six (6) years of relevant, diversified and progressively responsible professional experience in security sector/ or politico-military affairs, including at least three (3) at the management level relevant to the actual position;
Experience working in international organizations and/or a multinational setting, as well as conducting negotiations, advocacy and/or liaison with governmental, military and/or law enforcement authorities;
Knowledge of politico-military standards, particularly in the fields of CSBMs, arms control, SALW and SCA, and CIMIC;
Demonstrated understanding of the comprehensive approach to security with a track record of promoting and facilitating the approach in practice;
Knowledge of OSCE documents in the politico-military dimension as well as of the General Framework Agreement on Peace in BiH;
Knowledge of the security situation and of governmental, military, and security structures and stakeholders in BiH;
Practical experience in project management, including project development, implementation, monitoring, evaluation, and reporting;
Proven ability to draft and analyse reports and briefs of politico-military and security-related nature, and to develop and deliver presentations to diverse audiences;
Strong interpersonal skills with the demonstrated ability to work as a member of a team while.
Good knowledge of gender equality and gender mainstreaming principles and methods, including demonstrated experience of implementing them in practice;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Professional fluency in English with excellent communication (both oral and written) skills;
Computer and digital proficiency, including in utilizing Internet resources and Microsoft applications;
Desirable:
Education/training in politico-military affairs topics such as security assistance/co-operation, security sector reform, arms control, CIMIC.
Familiarity with the OSCE policies, principles, procedures, practices, project cycle management, and organizational structure.
Working knowledge of Bosnian/Croatian/Serbian.
Tasks and Responsibilities
Under the direct supervision of Head of Security Co-operation, the successful candidate will be tasked with the following duties:
1. Monitoring, analyzing and advising on developments, challenges, priorities and solutions to support BiH implementation of relevant OSCE and other international commitments and Mission programmatic engagement;
2. Managing and co-ordinating the development, implementation and monitoring of, as well as reporting on, the Mission’s project support and political advocacy;
3. Preparing and reviewing inputs and feedback, including for the purpose of reporting and responding to inquiries;
4. Representing the Mission and the OSCE at events and/or activities, developing briefs and reports, and delivering presentations to internal and external audiences;
5. Managing assigned projects, ensuring cost-effective development and implementation of activities to maximize the benefit, impact, and sustainability of OSCE support;
6. Supervising the work of project staff and tasks, approving, reviewing and providing guidance for their work;
7. Liaising with relevant national, regional and international partners/counterparts;
8. Working closely with other Mission units/staff to ensure a comprehensive approach to security as well as effective support to improve BiH security and defence governance, including responding to new and emerging security threats and challenges and advancing security sector reforms;
9. Promoting implementation of the OSCE Gender Action Plan and conducting gender mainstreaming of project work, including as pertains to representation/participation;
10. Performing other duties as assigned by the Head of Security Co-operation.
