Work LocationHome-based Expected duration11 months Duties and ResponsibilitiesThe United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are: • to advance understanding of crime-related problems; • to foster just and efficient criminal justice systems; • to support the respect of international instruments and other standards; • to facilitate international law enforcement cooperation and judicial assistance. The position is located within UNICRI’s Centre for Artificial Intelligence and Robotics in The Hague (‘the Centre’). The Centre was established in 2017 and seeks to advance understanding of artificial intelligence (AI), robotics and related technologies vis-à-vis crime prevention, criminal justice, rule of law and security; to support and assist United Nations Member States in understanding the risks and benefits of these technologies; and to explore their contribution for a future free of violence and crime. In 2020, UNICRI, through its Centre of Artificial Intelligence (AI) and Robotics, and the Ministry of Interior of the United Arab Emirates launched the joint endeavour known as AI for Safer Children. The initiative strives to support law enforcement agencies to tap into the potential of AI for child protection and has designed the AI for Safer Children Global Hub – a unique, centralized and secure platform for law enforcement agencies – to support them to do so. The Global Hub contains extensive information on AI tools that could be used to combat child sexual exploitation and abuse and provides guidance on how law enforcement can use it in the course of their work in an ethical and human rights compliant manner. The Senior Fellow will support the work of the Centre as a Senior Digital Forensics Expert – Artificial Intelligence, in particular with reference to the AI for Safer Children initiative. Two Senior Fellow positions are open to ensure the execution of responsibilities in alignment with the project needs. Under the supervision of the Head of Unit, the incumbent will be performing the following tasks: • Conduct research to identify suitable AI techniques and tools, emerging trends, and best practices related to integration of AI-based tools into investigations of child sexual exploitation and abuse, in order to develop practical guidance in the form of training and operational support for law enforcement agencies. • Support the research, design and development of a training curriculum and associated training materials to be delivered during national and regional training courses offered by UNICRI, including the development and conduct of interactive elements to enhance participant engagement and improve learning outcomes. • Tailor and adapt training curricula in close coordination with counterparts in national law enforcement agencies to the specific needs and interests of each audience, clarifying technical aspects and addressing queries and concerns raised regarding the nature, scope and focus of the training programme. • Lead specific elements of the training programme, delivering lectures, facilitating working sessions, moderating discussions and fielding questions from participants. • Assist the delivery of operational support to law enforcement agencies working on child sexual abuse investigations, liaising with key partners in national law enforcement agencies, technology providers and other stakeholders. • Assist in maintaining and optimizing the Global Hub, including researching, curating, developing and adding new content such as relevant tools, educational and awareness-raising videos and other materials. • Participate, as required, in other meetings and events organized by UNICRI within the framework of the AI for Safer Children initiative, including Advisory Board meetings and law enforcement stakeholder meetings. • Perform other job-related duties as tasked. Qualifications/special skillsEducation: An Advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree (either Bachelor’s degree or associate level) in the same field in combination with two additional years of qualifying experience may be accepted in lieu of the Master’s degree. A specialized training diploma obtained from a recognized national police, customs, or other similar institution, including Police or Military Academies, can also be accepted in combination with two years of qualifying experience in lieu of the Master’s degree. Experience: A minimum of 10 years of relevant professional experience in criminal justice, law enforcement, computer science or information technology is required. At least 5 years of experience in digital forensics, in particular with respect to crimes against children, is required. Experience developing and delivering trainings on the use of new technologies such as artificial intelligence to combat sexual exploitation and abuse of children is required. Experience in working with the United Nations or other large international organizations is highly desirable. LanguagesFor this position, fluency in oral and written English is required.
