About Us

The International Cooperation and Assistance Division serves as international provider and platform for providing specialised and technical assistance in support of States Parties efforts to meet their obligations under the Convention through a portfolio of wide range of programmes and projects. These capacity building programmes are aimed at contributing to build and enhance States Parties capacity to fostering the use of chemistry for peaceful purposes for the economic and technological development of the States Parties; facilitating the national implementation and responding and dealing with threats involving toxic chemicals.

    Job Summary

    The International Cooperation and Assistance (ICA) Division manages the OPCW's international cooperation and assistance activities. The Division serves as the platform to provide capacity-building support aimed to assist States Parties in:

  • Facilitating full and effective national implementation of the Convention (Article VII),
Enhancing assistance and protection against chemical weapons (Article X); and,Promoting the peaceful uses of chemistry for their economic and technological development (Article XI).

ICA also runs the OPCW Africa Programme to ensure that special needs and circumstances of the region are addressed in a coordinated and effective manner. The International Cooperation and Assistance Division is in search of a well-qualified and experienced Senior Education and Outreach Officer to join the team.

Main Responsibilities

Under the supervision of the Director of the International Cooperation and Assistance Division, the Senior Education and Outreach Officer performs the following duties:

Lead the planning and implementation of education and outreach initiatives aimed at supporting capacity building and knowledge promotion and exchange for the benefit of Member States in line with ICA mandate, and coordinate with relevant internal and external stakeholders in this context (e.g. Office of Strategy and Policy, Advisory Board on Education and Outreach, Academia, etc.) Spearhead and coordinate the Regional Cooperation Programme to be set up by the OPCW for the benefit of the Group of Latin American and Caribbean (GRULAC) Region; Coordinate the evaluation of ICA capacity building activities across the ICA Division; Coordinate the content and the functioning of the remote learning platform made available by the ICA Division to Member States; Prepare reports and ensure the necessary follow-up; prepare analytical and background papers, talking points, speeches, and correspondence for the Director of the ICA Division and/or the Director-General and Deputy Director-General; liaise and consult with divisions and other experts as required in the preparation of papers, products and documents as needed; Act as Budget Focal point in the ICA Division (preparation, monitoring, coordination); Coordinate Knowledge Management-related work within the ICA Division; Coordinate and facilitate the implementation of audits in ICA by internal and external auditors; Plan, contribute to and participate in external events and meetings relevant to portfolio, as assigned; Performs other duties, as required.

Qualifications and Experience

Education

Essential:

Advanced university degree in a relevant discipline for the implementation of the Chemical Weapons Convention, such as political science, international relations, economics, law, public administration/management, or related social science. A first level university degree in combination with qualifying experience (minimum 9 years) may be accepted in lieu of the advanced university degree.

Desirable:

Practical knowledge and experience in areas of designing and/or teaching Massive Open Online Courses (MOOCs), online courses and blended courses; Certification in Project Management (PRINCE2, PMP, etc.) Training certificate in Monitoring, Evaluation and Impact Assessment.

Knowledge and Experience

Essential:

A minimum of 7 years’ experience in a field related to the implementation of the Chemical Weapons Convention, other treaty or verification regimes or similar experience in other international organisations with advanced degree, or 9 years with a first level degree.

A minimum of 4 years’ experience in analysing issues in areas of technical cooperation and/or capacity building, developing adequate strategies and implementing them in an international multilateral context;

At least 3 years of experience in formal programme management approaches, stakeholder engagement, results-based monitoring and evaluation in the context of providing technical cooperation/development support to developing countries or economies in transition;

Experience in identifying and analysing capacity gaps at national and regional level, and in programme/project evaluation and related impact analysis in a multilateral/international context;

Practical knowledge and experience in results-based management approach.

Desirable:

Working experience in diplomatic environment. Experience working in an UN Common System;

Skills and Competencies

Excellent planning, organisation and coordination skills;Strong analytical, conceptual and problem solving skills;Excellent diplomatic skills;Excellent drafting skills in English is essential;Excellent interpersonal, presentation and communication skills with demonstrated ability to generate and present reliable information clearly and logically both in writing and orally;Flexibility and ability to work and deliver under pressure;Tact, discretion, and the ability to work harmoniously in a multi-cultural team and diverse environment;Technological awareness and strong computer skills (MS Office package, MS SharePoint, remote teaching platforms).

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The mandatory age of separation at the OPCW is 65 years.

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.

Fixed-term staff members participate in the OPCW Provident Fund. A monthly staff contribution is met with a doubled amount by the OPCW under the provisions for social security. As the OPCW is exploring membership of the United Nations Joint Staff Pension Fund (UNJSPF), staff participation in the Provident Fund may be replaced by participation in the UNJSPF effective 1 January 2025.
