ACAPS’ PURPOSE

ACAPS is dedicated to helping humanitarians make better decisions. We want to put evidence at the heart of decision-making. To achieve this, we collaborate with a variety of partners across the humanitarian sector and beyond. We strive to be an evolving platform, providing: 

Independent analysis to support evidence-based decision-making for humanitarian operations. Deployment of experts to support assessments and analysis in crises.  Innovative approaches to collect more reliable and timely data and conduct rigorous analysis.

ACAPS’ ANALYSIS WORK

ACAPS provides analytical support to the humanitarian community responding to humanitarian crises. Products are designed to inform response programming, awareness raising, advocacy, and decision making, with an emphasis on uncovering barriers to the response, and identifying gaps and priority areas (both sectoral and geographic). ACAPS is in continuous contact with operational organizations and other stakeholders to provide analytical products that directly support the needs of humanitarian community.   

ACAPS’ product portfolio includes regular and non-regular reports, including humanitarian needs analysis, thematic analysis, and anticipatory analysis.

East Africa Analysis Project

ACAPS continues its provision of analytical support to the humanitarian community responding to crises in East Africa. Products are designed to inform response programming, awareness raising, advocacy, and decision making, with an emphasis on uncovering barriers to response, and identifying gaps and priority areas (both sectoral and geographic). ACAPS is in continuous contact with operational partners (expanding this network where possible) to supply on-demand analytical products that directly support the needs of humanitarian community.  

ACAPS’ product portfolio includes regular and non-regular reports, including humanitarian needs analysis, thematic analysis, and anticipatory analysis.

RESPONSIBILITIES

Product management

Jointly with the Team Leader, act as Product Manager for the Analysis Hub. In collaboration with the Team Leader establish realistic timelines for the products. In collaboration with the Team Leader ensure overall coordination of resources needed for the products (Hub analysts, ACAPS and external experts, editors etc).  Ensure administrative aspects around the products (top sheets and time tracking in Airtable etc.) Provide feedback to the Product Lead(s) (analysts) on content, structure, and quality of the analysis. Provide support to product leads regarding identification of KIIs, feedback on questionnaires etc.

Analytical products

Design and deliver (in consultation with key stakeholders) multi-sector and thematic analytical products. When acting as Product Manager, ensure timely delivery and high quality of the reports.  When acting as Product Lead, responsible for development and production of analysis. 

Secondary data analysis

Review all assessments, reports and information products on humanitarian crises in focus countries to understand the information landscape and current gaps.  Contribute to the establishment and maintenance of Analysis Hub information management systems and ensure that internal and external needs for information are processed in a structured and efficient manner. Support the overall informational needs of the response through the compilation, synthesis, and analysis of relevant qualitative and quantitative information. Contribute to the creation of tools to facilitate the ongoing analysis and sharing of data and information that support evidence-based decision making.

Strategic external collaboration, networking, joint analysis

Co-facilitate Joint Analysis Sessions, together with colleagues from other organisations, in the Assessment & Analysis Working Group. In collaboration with the Team Leader and other analysts on the team, develop and maintain a list/informal network of key interlocutors for information (including sector and agency level). Represent ACAPS at key cluster and working group meetings in order to provide input and promote ACAPS products.  In close coordination with and with support of the Team Leader and Research analyst, lead the expansion of ACAPS’ network and outreach in Nairobi, with regional stakeholders relevant for the work of ACAPS’ analysis team, including regional humanitarian working groups and analysis actors.  Liaise and coordinate joint analysis with key humanitarian stakeholders and other key IM colleagues. Support the Team Leader in fundraising efforts and donor engagement for the Analysis Project, e.g. input to concept notes and presentations to donors.

Collaboration with other teams within ACAPS on products

Focal point for coordination and collaboration with global Crisis Insight team members covering Ethiopia. Liaise regarding website updates, global access report, global risk report, and any other Ethiopia-related analyses produced by the global team.

Professional Competencies

Formal education and background

Master’s degree, preferably in humanitarian action, management, social sciences, international relations, research, or international development.  Bachelor’s degree with an additional 2 years’ experience will be accepted instead.

Experience

Essential

5 years of professional experience in the humanitarian sector, including minimum 2 years in research, analysis, information management, advocacy, or other relevant experience. At least 1 year experience in the field considered as a plus.  Significant understanding of humanitarian needs assessments and working with primary and secondary data.  Ability to assess data reliability and identify bias. Ability and confidence to make judgment calls when interpreting ambiguous data. Experience designing and carrying out research (primary, secondary, or both).  Considerable experience in the workings of the UN system and humanitarian operations.  Experience working on humanitarian crises in East Africa. Proven skills in analysis. Excellent drafting skills. Proven ability to deliver against targets and meet deadlines within a short timeframe.

Knowledge and skills

Essential

Very strong communication skills, both written and oral  Fluent written and spoken English. Any other languages spoken in East Africa are an asset (e.g. Amharic, Somali).  Excellent computer skills (MS Office incl., Excel spreadsheets, word-processing) Understanding of quantitative and qualitative methodologies

This position may require travel within East Africa.
