This position is located in Department of Safety and Security Yangon office, Myanmar. Under the overall guidance and supervision of the Chief Security Adviser, the Security Operations Assistant reports to the Chief Security Adviser assists in the implementation of security operations and all matters relating to themanagement of safety and security for UN personnel in Myanmar.

KEY DUTIES AND RESPONSABILITIES

Under the guidance and supervision of the Chief Security Adviser, the Security Operations Assistant will support and enable security operations of UNDSS personnel in all duty stations across Myanmar. S/he will support international FSCOs, national FSAs and Area Security Coordinators to ensure that all matters pertaining to the safety and security of personnel, premises and assets are implemented. The Security Operations Assistant will ensure that systems are in place and followed to provide efficiency and good communications to enable the efficient functioning of all UNDSS international and national personnel based in Yangon and in all field duty stations.

S/he will also provide support to administrative services ensuring high quality of work, ensures accurate, timely and properly recorded/ documented service delivery, and will promote a client, quality, and results-oriented approach. The Security Operations Assistant will work in close collaboration with the Operations, Programme and projects staff in UNDSS and other UN agencies staff to ensure consistent service delivery.

The position is funded from the Locally Cost Shared Security Budget.

Assists in maintaining and timely revision of the Area Security/ Contingency Plans.

Full compliance with security polices and administrative activities, rules, regulations, strategies and the UNSMS.  Provision of inputs to preparation and execution of operational and administrative plans and actions related to the security operations of UNDSS in the country. Support to CSA to enable excellence in security operations and functions of all UNDSS personnel across all UNDSS field locations in Myanmar. Support the CSA on the implementation of UNDSS operational strategies.

Assists in maintaining/review of Security/Contingency Plans: 

Assists international FSCOs, national FSAs and Area Security Coordinators in maintaining and timely review of the Security/Contingency Plan. Maintain back-up for UNSMS personnel lists for all SRM Areas.  Support with the assessment of implementation of SRM measures for all duty stations.  Assists in reporting security incidents affecting UN personnel, offices and assets

Provision of support for SMT/ASMT and Security Cell meetings and management: 

SMT / Sec Cell Meeting coordination.  Maintaining SMT/Sec Cell decisions and implementation record. Maintenance of files and records relevant to SMT, Sec Cell and ASMT meetings. Coordination with UNDSS Field Office for operational support and security planning.

Provision of support for office maintenance and assets management results: 

Collection of information on assets management, maintenance of records and files on assets management and other relevant records and files within the unit. Maintenance of files and records relevant to office maintenance

Provision of operational, administrative and logistical support to C/SA and all UNDSS personnel in the country with the following results:

Assist operational planning, workplan and leave management for UNDSS teams. Coordinate procurement in coordination with UNDP and field offices.  Preparation of all necessary documentation, implementation of follow-up actions, drafting correspondence related to logistical support for field offices.  Preparation of routine correspondence with relevant authorities, memoranda, and reports in accordance with existing SOP.  Receipts of shipments, customs clearance arrangements, preparation of documents for UNDP Shipments (received/sent), arrangements for shipments.  Arrangement of travel and preparation of travel authorizations. Operational support to organization of Security workshops, training, retreats etc.  Extracting, inputting, copying, and filing data from various sources. Maintenance of files on UNDSS Shared folder/Administrative file.  Assist in managing cost share budget in coordination with UNDP.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Security Services

Security training: Ability to design, contribute to, and/or facilitate meaningful security training programmes/courses  Security crisis management & response: Knowledge of crisis management and response arrangements as well as the ability to prepare for, respond to, support/manage security crisis events 

Administration & Operations 

Building, facilities & office space management: Knowledge and ability to facilitate the renovation and upgrade of offices, negotiate technical agreements to ensure fully operational services; manage premises and facilities; validate financial statement notes on leasehold data. Inventory management: Each office to ensure sufficient inventory items are available for use as well as reporting for items which are beyond the corporate threshold of $5K and above  Entitlement travel: Knowledge of policy and procedures related to entitlement travel, including the identification of entitlement for lump sum for UNDP as well as other UN agencies 

QUALIFICATIONS

Education:

Secondary Education is required. OR University degree (bachelor’s or master’s equivalent) in Political Science, Security Management, Management, Finance, Business or Public Administration or a relevant field will be given due consideration, but it is not a requirement.  Applicable security and/or police training is desirable.

Experience, Knowledge, and Skills:

Minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) of relevant progressively responsible experience in administration, security or related field of work is required.  Experience in the usage of computer and office software packages (MS word, Excel, etc.) is required Experience in handling web-based management systems is desired. Minimum 3 years of prior experience working with the UN system including security, International NGO, or within an international humanitarian or development setting is desirable.  Physically fit and able to travel. 

Language Requirements:

Fluency in English and Burmese (Myanmar) is required.
