Org. Setting and ReportingThis position is located within the United Nations Mission to support the Hodeida Agreement (UNMHA) and will be based in Hodeidah, Yemen. The Security Coordination Officer reports to the Chief Security Officer, UNMHA was established by Security Council resolution 2452 (2019) and is mandated to support the implementation of the Agreement on the City of Hodeidah and Ports of Hodeida, Salif and Ras Issa as set out in the Stockholm Agreement. ResponsibilitiesWithin the limits of delegated authority, the incumbent will be responsible for performing the following duties: • Prepares draft of security plan for the Mission, designated county, or geographic area, including all aspects related to elaboration, development, implementation and updating of the plan. • Maintains continuing lines of communication with UNDSS, security focal points and all other agencies to ensure maximum security coordination. • Serves as a member/observer of the United Nations Security Management Team (SMT), contributing to implementation and evaluation of the effectiveness of the security plan. Provides advice to the HOM in the SMT. • Serves as a member/observer of the United Nations Area Security Management Team (ASMT), contributing to implementation and evaluation of the effectiveness of the area security plan. Provides advice to the HOM/ASC in the ASMT. • Serves as a member of the Security Cell, contributing to implementation and evaluation of the effectiveness of the security plan. • Assesses prevailing local security conditions, identifying security trends and advising UN staff, dependents, project personnel and dependents on potential security threats, such as mines, kidnapping, armed attacks, arrest, and detention. • Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads. • Maintain database and data collaboration to facilitate security analysis and briefing. • Ensures that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary. • Assumes responsibility for guard force management. • Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible, background checks, and entry control. • Maintains communication with authorities and international institutions in the event of conflict. • Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments. • Investigates accidents involving UN vehicles and prepares report of findings. • Investigates security-related incidents involving UN staff members, project personnel or eligible dependent. • Maintains protection detail for senior officials as necessary. • Conducts security training in such subjects as the security management system, responsibilities of Area Security Coordinators, wardens and personal security awareness. • As a security focal point for contract management. • Performs other duties, as assigned. EducationAdvanced university degree (Master's degree or equivalent) in security management, military technology, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period. Work ExperienceA minimum of five (5) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. At least 2 years of international experience in security operations is required. Preferrable in Middle East region. Management experience in the public, private or corporate sector is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of Arabic is desirable.
