Context
The main objective of the Resource Mobilization Division (RMD) is to increase financial support to advance IOM’s mission as stipulated in its Strategic Plan. The Division’s core function involves building and maintaining relationships with donors, mobilizing funds, diversifying IOM’s resource base, and enhancing IOM’s collective resource mobilization efforts.
Given IOM’s decentralized structure, donor engagement and resource mobilization functions are shared by different organizational and geographic units. As such, the Division plays a pivotal role in streamlining and enhancing these functions. The Division adds strategic value by not only coordinating these efforts but also by offering essential guidance, developing and disseminating knowledge, and reinforcing organizational capacity to raise funds. As such, the Division serves as a central hub to ensure a cohesive and effective approach to donor engagement and resource mobilization within IOM’s decentralized structure.
The Resource Mobilization Support Unit (RMSU) supports the resource mobilization efforts of all IOM offices and staff by responding to resource mobilization queries, engaging with donor counterparts, and negotiating and concluding funding agreements. The Unit delivers capacity-building initiatives in multiple formats to enhance fundraising skills and strategic donor engagement across IOM. It also facilitates the development and dissemination of tools, templates, and guidance, helping colleagues navigate donor priorities and requirements. As RMD is the business process owner of IOM’s CRM system, RMSU works on its continued improvement and roll-out to foster a more coordinated, informed, and strategic approach to resource mobilization across the organization.
Under the the overall supervision of the Director, Resource Mobilization Division (RMD) and direct supervision of the Resource Mobilization Support Unit Lead, the Resource Mobilization Officer (Resource Mobilization Support Unit) will be responsible and accountable for supporting resource mobilization by IOM Offices and Headquarters (HQ) by contributing to strengthening IOM’s ability to mobilize resources in a strategic and efficient way.
Liaise and maintain relations with assigned donors and partners, providing timely and thorough responses to their queries, coordinating with IOM offices in donor capitals to support a ‘One IOM’ approach to donor engagement, and supporting the organization of strategic meetings (including Senior Officials Meetings when applicable) while contributing to expanding the donor/partner portfolio.Support the design and delivery of dynamic resource mobilization capacity-building initiatives, including engaging instructor-led trainings, interactive webinars, and flexible self-paced courses. Develop comprehensive training materials and innovative guidance tools, while fostering peer learning and vibrant communities of practice to enhance institutional resource mobilization capabilities.Participate in negotiation and processing of centrally managed funding agreements, in coordination with all relevant stakeholders, while processing legal and financial clearance and maintaining tracking systems for demand and progress.Provide technical support to Country Offices, Regional Offices, and HQ-based programmes on resource mobilization queries, while advising on donor priorities, funding cycles, and engagement strategies using available donor intelligence tools.Support the operationalization and use of WAVE CRM as a generalized customer relationship management system throughout IOM, including collecting business requirements, providing technical inputs for the development of the system, helping ensure timely and quality implementation, and supporting capacity building initiatives.Develop and disseminate tools, templates, and guidance materials to support IOM colleagues in enhancing fundraising efforts. Facilitate improved access to relevant resource mobilization information by maintaining centralized repositories, sharing updates through internal channels, and coordinating with thematic and regional focal points to ensure timely and targeted outreach.Perform such other duties as may be assigned.Education
Master’s degree in Political or Social Sciences, International Relations, Economics and Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.Experience
Proven experience in donor relations and partnership management, including direct engagement with donor counterparts and coordination across decentralized organizational structures;Experience negotiating and processing funding agreements, including coordination with legal and financial departments and tracking approval workflows; and,Experience developing tools, templates, and guidance materials to support resource mobilization and donor engagement.Skills
Demonstrated ability to support and deliver capacity-building initiatives, such as trainings, webinars, and peer learning activities, tailored to diverse audiences;Familiarity with customer relationship management (CRM) systems, preferably in a UN or international organization context, including deployment, training, and user support, is an advantage;Strong interpersonal skills to build and maintain effective partnerships with donors and internal stakeholders;Skilled in designing and delivering capacity-building initiatives across diverse formats and audiences;In depth knowledge of IOM funding landscape and processes;Capable of managing multiple tasks and deadlines efficiently while maintaining attention to detail;Excellent drafting skills for donor correspondence, guidance materials, and internal communications; and,Familiarity with customer relationship management tools (preferably WAVE CRM), including deployment, user support, and data tracking, is an advantage.Language
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
