1. Background

DRC has been operating in West Africa since 1998 and in Latin America and the Caribbean since 2011. The DRC West-North Africa & Latin America (WANALA) Regional Office is based in Dakar, Senegal, and covers several countries. Led by the Regional Executive Director, the DRC WANALA oversees, supports, and provides strategic directions for DRC’s Country Offices within the abovementioned regions. The region covers legal entities in Algeria, Burkina Faso, Cameroon, Central African Republic, Chad, Colombia, Libya, Mali, Mexico, Niger, Nigeria, Tunisia, and Venezuela. The Regional Program Team has a range of technical capacities.

2. Purpose

This position has a regional dimension in support of DRC operations in Senegal, Burkina Faso, Central African Republic, Nigeria, Cameroon, Mali, Chad, Niger, Mexico, Colombia, Venezuela and any other country or project under the scope of the DRC WANALA Region, but with a relevant focus on the French speaking operations.

This position aims to ensure compliance with DRC procedures, guidelines and requirements in terms of CoCRM (DRC Code of Conduct) and safeguarding within these operations. He/she contributes to the development of national strategies, which are translated into action plans and daily tasks.

Reporting to the Regional Safeguarding & Code of Conduct Manager, the Safeguarding & Code of Conduct Specialist is responsible for nurturing and promoting a code of conduct culture in collaboration with managers, staff and the various Code of Conduct teams, and for reviewing, planning and implementing capacity-building plans on strengthening the functional practices of CoCRM and safeguarding within DRC WANALA Region. This position also includes maintaining the CoCRM, referring survivors to appropriate service providers (internal or external to DRC), conducting internal administrative investigations, and coordinating with other safeguarding stakeholders (PSEAH).

This position involves frequent international travel throughout Central Africa on a need to basis (around 30 – 50% of the time).

3. Duties and Responsibilities

Complaint Registration and Administration:

Setting complaint (RSM) tracks, managing complaint tracks (e.g. hotline, green line, e-mail, complaint boxes etc.) and receiving RSMs in person. Advising reporting persons (Reporting Persons) on DRC’s CoCRM structure and procedures, available reporting opportunities and other. Registering RSMs in the Code of Conduct Tracking Tool and informing the Gates A, A+ (Region) or Gate B (HQ) Registrars of such registration. Participating- and leading when requested by the Regional Safeguarding & Code of Conduct Manager- to the Regional Intake Committee(s) Coordinating with- or acting as, depending on needs and priorities- the Regional Registrar on complaints registration and administration Updating and maintaining risk register and tracking tools related to the regional CoCRM Supporting the Gates A, A+ (Region) or Gate B (HQ) Registrars for the purpose of providing feedback to the Reporting Persons.

Investigations:

Conducting internal investigations as investigator under the monitoring of the relevant Regional or HQ authorising officer (AO). Producing high quality reports on investigation (closure or investigation reports), and advisory reports on gaps, risks and issues identified during investigation. Monitoring of investigations on behalf of the ReSCO as Additional AO (AAO) and reporting to the ReSCO. This includes assigning investigations to investigators in country or region as per the instruction received from the ReSCO.

Safeguarding and Code of Conduct Focal Point:

Representing and participating in relevant working groups, clusters or inter-agency PSEAH networks within the limits permitted by DRC’s applicable policies. Supporting investigators and authorising officers in the frame of PSEAH investigations by mapping relevant and available services, approaching Survivors, identifying their needs (with the Survivors themselves) and referring them to the appropriate service provider within or outside DRC. The Safeguarding & Code of Conduct Focal Point will, from time to time, support the investigator by interviewing the Survivor when/if appropriate. Collaborating and coordinating with the relevant programme and MEAL teams in order to ensure that accountability towards the affected population is upheld at WANALA- with a clear focus on Latin America- level which includes the setting of relevant CFMs, identifying, flagging and suggesting mitigation measures around SEAH risks that might arise. Provide guideline to country operation safeguarding focal points and under ResCO supervision support the CO’s in having a CoCRM set-up stablished. Collaborating with the relevant Registrars at country and regional levels to maintain an efficient connection between the CoCRM and the CFM in their regional area in order to register and fast-track PSEAH related cases. Advising the relevant management regarding the contracting with implementing partners regarding safeguarding and accountability requirements. Planning, delivering and supporting the dissemination of PSEAH trainings and CoCRM awareness sessions to WANALA staff, management, implementing partners’s Workforce and persons of concern in coordination with the ReSCO. Recording and tracking all CoCRM & PSEAH in-person training arranged in the regional area and reporting to the ReSCO.

In addition to the above, the Regional Safeguarding & Code of Conduct Specialist may be asked to carry out other duties requested by the Regional Safeguarding & Code of Conduct Manager, the Executive Director for WANALA, or, when relevant and upon consent by their management, by the Head of Safeguarding & Code of Conduct.

4. Required Qualifications

Required:

- Master's degree in law, social sciences, international relations or a field related to the position

- Minimum of 3 years' professional experience in the humanitarian sector, preferably in relation to ethical or accountability issues

- Excellent oral and written command of French and English is expected

- Proficiency in MS Office software

Desirable:

- Certificate demonstrating training in internal administrative investigations (CHS, OSACO, etc.).

- Certificate demonstrating aptitude as a trainer.

- Other relevant languages for the West Africa and Latin America countries.

6. General Regulations

The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework Employee should not engage in any other paid activity during the DRC contract period without prior authorization Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period Employee should not give interviews to the media or publish project-related photos or other material without prior authorization Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
