The Rapid Response Mechanism (RRM) Coordinator will oversee and coordinate the RRM Consortium implemented by NRC, Save the Children and DRC across Sudan. The position supports the Emergency Response Manager with context monitoring and emergency preparedness, emergency response coordination, and project management. The RRM Coordinator will travel to different field locations, including remote and hard-to-reach locations and must be able to perform to a high standard in challenging and insecure conditions. This is a cross-cutting role that works with technical program teams as well as operational support departments. The RRM Coordinator will ensure effective collaboration among consortium partners, maximizing the impact of humanitarian assistance delivered to communities affected by crises, while ensuring adherence to NRC standards and principles. This position reports to the Emergency Response Manager and is based in Port Sudan with frequent travel to program sites across Sudan.

Generic responsibilities

Ensure adherence to NRC policies, tools, handbooks, guidelines, and donor requirements, with strict adherence to the Code of Conduct and Child Safeguarding Policies Ensure proper filing of consortium documents. Create weekly, monthly, and quarterly internal and external reports as required. Represent NRC and coordinate with local-level stakeholders. Promote the rights of refugees, IDPs, returnees, and the host community in line with SPHERE Minimum Standards. Assist with capacity sharing activities. Promote and share ideas for technical improvement and development of synergies across partners. Ensure that projects target beneficiaries most in need, explore and assess new and better ways to assist. Monitor the Consortium partners budget spending and target achievements.

Specific responsibilities 

Emergency Monitoring & Preparedness

Establish a common network of key informants across partners and ensure complementarity with existing alerts systems in Sudan. Assist with alert triangulation and chair go/no-go meetings with the consortium Steering Committee. Represent RRM in coordination meetings with local authorities, clusters and NGOs in Sudan to increase awareness of RRM and advocate for effective collaboration and resource mobilization.

Consortium Coordination

Serve as a primary point of contact for the RRM consortium, facilitating communication and collaboration among partner organizations.  Organize and lead regular coordination meetings to ensure alignment of strategic objectives, sharing of information, and collaborative planning for rapid response activities. In close collaboration with all RRM partners, develop tools and strategies to improve consortium and response harmonization and integration. Foster a spirit of partnership among consortium members, promoting transparency, accountability, and a shared commitment to high-quality humanitarian response. Lead internal and external coordination with key stakeholders and enhance community mobilization to ensure rapid and effective emergency responses.

Assessments & Response Planning

Oversee the coordination of rapid needs assessments conducted by consortium members, ensuring the right data is collected to inform response plans. Analyze assessment findings, review assessment reports and provide recommendations to consortium partners, ensuring alignment with community priorities. Collaborate with consortium partners to develop and implement cohesive response plans, ensuring that interventions are evidence-based and aligned with the needs of affected populations.

Monitoring & Reporting

Monitor the effectiveness and impact of emergency responses, including key outcome indicators. Compile and submit comprehensive reports on RRM activities, including progress updates and donor reports to internal and external stakeholders. Conduct regular and strategic supportive field visits to monitor progress of NRC and partner activities, providing support and guidance to field teams. Ensure comprehensive documentation and data collection, facilitating accurate reporting and accountability. Oversee the documentation of lessons learned to capture program performance and inform future strategies. Manage the tracking of program expenses as well as updating project and response workplans.

Capacity Support

Identify capacity-strengthening needs among consortium partners and facilitate/organize trainings and workshops on rapid response principles, methodologies and best practices.  Provide technical and strategic support to consortium members in relation to emergency response planning, implementation and monitoring

Minimum five years of experience working in humanitarian response or emergency management in Sudan. Minimum two years of experience in a coordination role. Bachelor’s degree or higher in humanitarian assistance, international relations, social sciences. Proven experience in managing and coordinating multi-stakeholder responses, particularly in a consortium or collaborative setting. Strong leadership and facilitation skills, with a demonstrated ability to foster collaboration and manage diverse teams. Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders. High proficiency in written and spoken English required. Willingness and ability to travel across Sudan, including to remote and insecure locations, is required. Advanced planning and organizational skills, able to effectively prioritize and follow multiple activities and deadlines simultaneously.  Flexible and innovative, able to adapt plans and pivot approaches in response to changes in context.  Proactive, reliable, and able to work independently in a fast-paced environment.  Knowledge of the local context and dynamics of NRC areas of operations is an advantage.
