We're seeking a strong and proactive Protection from Violence Programme Development Manager to lead our programming in Syria Response Office (SRO).
What we are looking for:
A highly qualified, experienced, and proactive Protection from Violence professional to provide support to our teams in Syria Response Office (SRO). The successful candidate will lead the development of the Protection from Violence Core Competency for Syria as well as support the piloting of protection case management interventions. They will also be responsible for developing technical tools and guidance, conducting learning of the pilot programmes, as well as exploring other potential areas of expansion and support on fundraising.
What you will do:
Develop Protection from Violence strategy, technical Standard Operating Procedures (SOPs)/guidelines and macro-log frames LFAs). Responsible for development and manage funding proposal, project budgets and donor reports. Coordinate and manage Protection from Violence CC project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements. Develop the Protection from Violence (PfV) Core Competency (CC) in the SRO, with a particular focus on protection case management and individual protection assistance, as well as the potential to explore other areas, such as civilian self-protection. Work closely with the Area Offices, to support the start-up of PfV interventions and conducting protection needs assessments including developing tools/guidance required for new activities. Conduct analysis of data collected through multiple sources (including NRC’s own protection needs assessments) and produce high-quality reports or other documents/initiatives as needed with a focus on protection from violence, security context and analysis. Ensure timely and quality implementation of outcome monitoring exercises in coordination with the MEL team and project staff, together with data analysis. Work to promote the integration of PfV projects with other CCs in programme design and implementation. Develop and pursue a funding strategy, including lead programme development/proposal writing processes, to increase scope of programme portfolio and diversify donor funding base. Support relevant staff such as the HoP and Country Director to position NRC with donors to access opportunities for PfV programmes. Engage in humanitarian coordination structures, collaborating with other organizations and partners to ensure the PfV programme is aligned with broader efforts to prevent violence, coercion, and deliberate deprivation. Provide support to country advocacy work such as ensuring protection information and analysis is fed into regular key messaging, in collaboration with CO and regional colleagues. Ensure that key learnings are extracted from implementation from PfV programmes and are used to inform the future direction of the PfV CC. Contribute to Protection from Violence Core Competency Regional/Global strategy, tools, guidelines and policy and research studies on relevant thematic topics. Context/ Specific skills, knowledge and experience:
Minimum 3 years of experience within technical expertise area in a humanitarian/recovery context Experience from working in complex and volatile contexts. Knowledge of the context in Syria and neighbouring countries is highly desirable. Technical expertise in Protection programming, in particular case management, cash for protection, civilian self-protection, protection risk analysis. Experience and knowledge of community engagement approaches. Experience with remotely managed programming is an asset. Knowledge and skills in market analysis, cash-based interventions, and market-based programmes Experience with new programming start-up and expansion desirable. Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities. Fluency in English, both written and verbal. Knowledge of Arabic is highly desirable.What we offer:
