Terms of Reference1. General Background
UNHCR in Türkiye works in line with its mandate to support the Government of Türkiye in enhancing the technical and operational capacities of national institutions to deliver protection and identify durable solutions. UNHCR collaborates with the authorities to promote the inclusion of persons of concern within the framework of international and national legal standards and implements capacity-building initiatives in coordination with national stakeholders.

The Protection Assistant is part of the Policy Development Unit (PDU) and contributes to the Unit’s work by providing expertise on national registration and documentation procedures. The incumbent also participates in national capacity development efforts to ensure equitable and efficient access to registration and protection services for persons of concern across Türkiye.

The Unit plays a key role in supporting UNHCR’s efforts to strengthen access to registration and documentation through close collaboration with governmental stakeholders, NGOs, and field units. This involves analyzing registration trends, identifying procedural gaps, and contributing to the development of improved processes. The Unit also addresses individual case management needs, focusing on complex issues such as documentation, registration access, and administrative challenges. Additionally, the team delivers capacity-building activities, including training and workshops, to enhance the operational effectiveness of the Presidency of Migration Management (PMM) and its provincial directorates (PDMMs).

The Protection Assistant reports to the Associate Protection Officer and is responsible for monitoring protection standards, operational procedures, and practices in alignment with international standards for refugees and asylum-seekers in Türkiye. The incumbent contributes to the development of comprehensive protection strategies and engages with authorities and partners on matters of refugee protection policy and doctrine, as guided by the supervisor.

2. Purpose and Scope of Assignment
- Support the Policy Development Unit (PDU) in monitoring and analyzing national registration procedures using monitoring tools developed within the Unit.
- Draft initial emails for individual cases to be shared with the Presidency of Migration Management (PMM) in Türkiye as part of advocacy efforts. Follow up on and monitor the status of cases raised with PMM through coordination with UNHCR field offices.
- Assist the supervisor in prioritizing individual cases to be escalated to PMM.
- Collaborate with other technical units within UNHCR to develop and improve monitoring and data recording tools for individual cases.
- Participate in field missions as a note-taker, prepare initial mission drafts, and co-facilitate capacity-building activities aimed at enhancing the knowledge of personnel deployed to Provincial Directorates of Migration Management (PDMMs) under the project. The incumbent must be flexible and available to travel across the country as required.
- Support the Unit in drafting analytical papers to identify good practices and address gaps in national registration procedures through critical and analytical thinking.
- Prepare materials for project activities and provide translation and proofreading support for reports and other documents as needed.
- Liaise with PMM for administrative arrangements and follow up on the timely implementation of capacity-building activities and operational support provided to PMM/PDMMs.
- Work effectively in a multicultural team comprising international and national colleagues.
- Perform other related duties as required.

3. Monitoring and Progress Controls
Performance will be evaluated based on the following key objectives:
1. Monitoring and Analysis of National Registration Procedures
o Regular and high-quality contributions aligned with the expertise of the PDU Registration Team.
o Effective use of registration monitoring tools to track and analyze processes.
2. Drafting and Follow-up on Individual Cases Raised to PMM
o Clear, concise, and timely correspondence with PMM and field units.
o Consistent and thorough follow-up on individual cases.
o Prioritization of cases based on protection risks and urgency.
o Measurable outcomes, such as the number of cases successfully prioritized and resolved.
3. Collaboration with Relevant Units and Partners
o Valuable recommendations for the enhancement of monitoring tools and practices.
o Comprehensive and actionable meeting minutes with documented follow-up on assigned action points.
4. Field Missions and Capacity-Building Activities
o High-quality notes and initial drafts from field activities.
o Timely and detailed mission reports submitted in accordance with standards.

4. Qualifications and Experience

a. Education
The minimum education requirement for this position is a High School Diploma.

b. Work Experience
• 1-year relevant experience with a High School Diploma; or without any work experience with a bachelor’s or equivalent or higher in social science, law, political science international relations or other relevant disciplines

Certificates and/or Licenses (desired):
International Law, Political Science or other related field

c. Key Competencies
• Proficiency in both spoken and written English and Turkish, given the extensive engagement with UNHCR’s technical units, the Government, and field operations.
• Strong command of MS Office applications, including the ability to create maps and graphs for comparative analysis.
• Experience in using and analyzing data from MS Forms.
Desired Competencies:
• Familiarity with the Turkish asylum system.
• Experience in case management.
• Knowledge of the identification and support of Persons with Specific Needs (PwSN).
