Background
The Green and Inclusive Development Programme is one of the main areas of focus in UNDP Lebanon; currently implements numerous projects in Lebanon that range in thematic areas from climate change, biodiversity conservation, institutional support, industrial depollution, decentralized renewable energy projects and solid waste management. The programme also works on the support of host-communities in response to the Syrian refugee crisis and is the Social and Environmental Safeguards focal point for the office; therefore, the Programme also ensures the integration of environmental best-practices into the overall implementation strategy of UNDP.
UNDP has been supporting the Lebanese government in climate change policy since 1997 through the design and implementation of various projects. Lebanon has ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1994, the Kyoto Protocol (KP) in 2006 and the Paris Agreement (PA) in 2019. The Ministry of Environment (MoE) is the key governmental body responsible for coordinating the implementation of mitigation and adaptation action.
“Lebanon’s first Biennial Transparency report (BTR1) and Combined Second Biennial Transparency/Fifth National Communication Report (BTR2/5NC)”, is a project funded by Global Environment Facility implemented by the United Nations Development Programme in close coordination with the Ministry of Environment. The project aims at preparing and submitting climate change related reports to ensure Lebanon meets its reporting obligations under the UNFCCC and the Paris Agreement, following the modalities, procedures, and guidelines for the transparency framework outlined in Article 13 of the Paris Agreement (Decision 18/CMA.1) and the operational guidance provided in Decision 5/CMA.3.
The Project Technical Officer will support the project in ensuring the technical soundness and operational efficiency of the project. The Technical officer will provide analytical and coordination support to the preparation of Lebanon’s Second Biennial Transparency Report (BTR2) and Fifith National Communications (5NC), that will be submitted in December 2026 in line with UNFCCC and Paris Agreement requirements. The position supports data collection, analysis, and validation across sectors, assists in the preparation of greenhouse gas inventories and NDC tracking systems, and contributes to the development of climate policies and financing strategies. By facilitating collaboration among national institutions, consultants, and stakeholders, the Technical Officer will ensure the coherence, accuracy, and timeliness of the project’s deliverables and strengthen Lebanon’s institutional capacity to meet its international transparency obligations.
