The UNOPS South Sudan office helps a wide range of local and international partners improve the lives of the South Sudanese people by implementing infrastructure and procurement projects. All UNOPS operations have an increasing emphasis on developing national capacities and considering gender, environmental and community concerns. UNOPS is working in a range of sectors in South Sudan including: transport, education, health, post-conflict stabilization and emergency response
Background Information - Project
UNOPS HAMCO-SCCO will be implementing the PRODUCTIVE SAFETY NET FOR SOCIOECONOMIC OPPORTUNITIES PROJECT (SNSOP) which is funded by the World Bank (WB) to address existing challenges of soaring levels of poverty, vulnerability, unemployment and idleness, particularly amongst youth. The development objectives of the project are to provide cash transfers and access to income generating opportunities and strengthen the National Safety Net Delivery System. SNSOP has three main four components to be namely:
Cash Transfers; Provision of Economic Opportunities; Strengthened Institutional Capacity and Social Protection System; and Project Management, M&E, and Knowledge Generation.The project will be targeting the most vulnerable segments of the South Sudanese population aiming to benefit in excess of Ninety Six thousand (96,000) beneficiary HH in 15 vulnerable locations across the country.
Background Information – Job Specific
Under the overall supervision of the Senior Project Manager, the incumbent will be responsible for the technical expertise on approaches and methods for organizing broad scale community engagement and support for the SNSOP project. Through his/her work the Project Management Support Senior Officer will seek to increase community (local authorities and beneficiaries) involvement through working with all institutional arrangements agreed upon in the project. This selected candidate will also provide inputs to the development of training materials relevant to community mobilization.
Functional ResponsibilitiesThe Project Management Support Senior Officer will be a member of the UNOPS Project Management Team (PMT) and she/he will be responsible for the following functions: 1. Project Implementation
Education
Master’s degree or advanced degree in Public Administration or Political Science or Social Science or Law or International Relations or Business Administration or relevant field is required.
Bachelor degree in Public Administration or Political Science or Social Science or Law or International Relations or Business Administration or relevant field with additional 2 years relevant experience may be accepted in lieu of the Master’s degree.
Work Experience
Minimum of 2 years relevant experience in humanitarian activities and/or public works and/or food security and/or community mobilization or related areas is required.
Experience in community development, and civic engagement is an added advantage;
Experience in preparation of the methodologies, guidebooks, analytical reports is an asset;
Experience with a multilateral or international technical assistance or development organizations would be an asset;
Knowledge of local community development principles, trends, and policies in South Sudan is an asset;
Skills to prioritize and use of political judgment is an asset;
Knowledge and experience of UN and World Bank systems is an added advantage.
Language requirement
Fluency in written and oral English is essential.
Knowledge of Arabic language is desirable.

Contract duration: 12 months

This position is based in Juba, South Sudan which is a non family duty station.

For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
