Background

The Supporting Women in Law (SuWIL) project at UNDP Tajikistan project aims to address the under-representation of women in the justice sector as legal professionals in the country. The project will support young women in three stages of their education and careers: in law schools, as fresh law graduates and as young practitioners. The project will enhance the educational and professional development opportunities available to women in law in Tajikistan and provide mentorship so that they are able to receive a better education that makes them competitive in the justice sector job market and can overcome social barriers that prevent them from pursuing career paths. Building on lessons from previous work done at UNDP Tajikistan in the Rule of Law and Access to Justice Initiative, the project will employ a three-pronged approach of 1) Enhancing the capacity of Law Departments of Universities to support the professional development of young women law students and enhancing the quality of legal teaching at the universities; 2) Supporting an internship programme for women law graduates and a Fellowship programme for women lawyers for structured mentorship and coaching in provision of legal aid; and 3) Producing knowledge products and promote evidence-based policy advocacy. The Project will draw on the partnerships created previously with the Ministry of Education and Science and six national universities, the Union of Advocates and leading rule of law related civil society organizations. 

The SuWIL project is housed in the Rule of Law and Access to Justice portfolio of projects in the Governance cluster at UNDP Tajikistan with two other projects. Lessons learned from a previous project at UNDP Tajikistan called the Supporting Women’s Legal Education project greatly informed the design of the SuWIL project, and the other two ongoing projects in the Rule of Law and Access to Justice portfolio share programmatic and logistical knowledge and synergies with the SuWIL project. 

Duties and Responsibilities

Under the direct supervision of the Project Manager and overall guidance of the Programme Specialist of the Governance Cluster, the Project Coordinator will provide support in the effective realisation of the project and will lead the general implementation of all project activities. 

 

Duties and Responsibilities

The Project Coordinator will be responsible for the following key functions and tasks: 

1: Ensure effective and efficient implementation of all project activities 

2: Ensure quality of implementation of the project implementing partners 

3. Supervise independent consultants and staff of the project to ensure timely and quality implementation of the project related activities 

4. Ensure knowledge building and management

Goal 1: Ensure effective and efficient implementation of all project activities 

Under the guidance of the Project Manager optimize the organizational capacity to deliver efficiently all components of the SuWIL project; Establish working procedures for the implementation of all project activities and oversee their compliance during the implementation period;  Maximize the engagement of all relevant partners in effective project implementation and advise implementing partners on strategies to be put in place to facilitate results-based implementation of activities;  Maintain the monitoring and indicators framework for the project and make reocmmendations for necessary updates; Coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner;  Advise management on project implementation and actively take a lead in discussions related to efficient and effective programme implementation; Support team members in compliance with UNDP POPP including financial procedures; Lead the drafting of semi-annual and annual reports; Supervise the development of a communications plan and monitor communication products for quality; Provide substantive policy recommendations and advice to Project Manager on gender releated issues;  Support the Project Manager in resource mobilization for the project including by identifying relevant project elements and providing data and analysis for concept notes and proposals;  Support technical and logistical synergies between the SuWIL project and other projects in the Rule of Law portfolio at UNDP Tajikistan including through knowledge management; Ensure Day-to-day coordination of project activities; 

Goal 2:  Ensure quality of implementation of the project by implementing partners 

Facilitate and support assessments of implementing partners;  Contribute to the development of terms of reference and description of services;  Assess capacity development needs of partners and coordinate development of training plans and curriculum; Ensure and be accountable for efficient monitoring and evaluation of all project activities including by supervising team members;  Lead the analysis of all narrative reports and knowledge products submitted by project partners; Jointly with the Project Administrative Associate monitor reporting and accounting practices of implementing partners including budgeting and financial key performance indicators as well as strict budget line controls;  Provide technical assistance to the analytical development work of the implementing partners to ensure high quality knowledge products;  Promote the substantive quality of all knowledge products, reports and services, and ensures effective integration and compatibility with other practice areas; Ensure relevant knowledge about partners’ performance is shared timely with other projects in Rule of Law portfolio. 

Goal 3. Supervises independent consultants and other personnel of the project to ensure timely and quality implementation of the project related activities 

Supervise consultants, experts and other personnel of the SuWIL project to ensure timely and quality implementation of all project activities;  Provide programmatic and technical expertise and guidance to the project team to ensure timely and quality implementation of the program related activities;  Facilitate and oversee procurement cases; Efficiently perform any other delegated duties assigned by the supervisor.

Goal 4. Ensure knowledge building and management 

Contribute to building the corporate body of knowledge in the area of gender gap in the justice sector; Ensure records of all reports and analysis in Project online platform (UNDP SharePoint) are maintained in an accessible format; Share knowledge with colleagues and with other projects in the Rule of Law portfolio; Ensure that relevant experiences and lessons learnt are considered for proposing changes to the project;  Provide written inputs to UNDP flagship products/newsletter/policy briefs, and UN corporate reporting based on project results, data and information, lessons learned and best practices.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The direct supervisor is the Project Manager for UNDP/Supporting Women in Law Project.  Organigramme is attached as Annex I.

Required Skills and Experience

Education:

Master’s degree in Social Sciences, Development, Political Science, International Relations or related field is required. OR:   Bachelor’s degree in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Applicants with a Master’s degree in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in implementation of activities similar to the goals listed in the scope of work, including work in the justice sector, designing and delivering capacity development activities, and working on projects involving women beneficiaries.

Required Skills:

Familiary with Microsoft Excel, Powerpoint and Word. 

Desired Skills:

Experience supporting capacity development activities including providing analysis of programming related to capacity development. Experience writing reports on evaluation of activities.  Experience working on gender issues and gender-responsive interventions. Experience working with the justice sector in Tajikistan.  Experience working with international or national organizations.

Required Languages:

Fluency in English, Russian and Tajik is required.
