    ABOUT CHAD COUNTRY OFFICE

    The WFP Chad Country Office manages one of the largest and most dynamic operations, covering a wide programmatic portfolio ranging from a large-scale response to the Sudanese refugee crisis, to school based programmes, social protection, large-scale resilience programmes and smallholder market support, and capacity strengthening for national and local authorities


    This position is based in N'djamena, Chad and reports to the Head of Programme Delivery.

    THE ROLE

    To provide support to policy and programme activities that effectively meet food assistance needs.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    The Beneficiary Identity Management (BIM) officer in coordination with the Programme Managers, Head of Units and in close collaboration with TEC Unit.

    • Ensure CO’s compliance with corporate Identity Management (IDM) principles, standards, and normative framework.
    • Work closely with the TEC team and the Programme teams to define business requirements and identify system solutions and digital innovations in line with the programmatic needs.
    • Lead the discussions with Programme teams, field offices and Research, Assessment and Monitoring (RAM) to assess registration needs, advise on the most suitable approaches and systems and develop registration/verification plans.
    • Ensure trusted digital beneficiary deduplication systems and clear adjudication protocols are put in place and systematically used.
    • Ensure timely and accurate enrollment of all eligible beneficiaries in the SCOPE system.
    • Support data entry processes, including verification of supporting documents as needed.
    • Troubleshoot and resolve any technical or operational challenges in the enrollment process.
    • Oversee and ensure the timely printing of beneficiary cards post-enrollment.
    • Validate the quality and accuracy of printed cards to avoid errors (e.g., name mismatches, missing details).
    • Support the preparation and handover of printed cards to relevant distribution teams.
    • Consolidate data management across Programme and operations ensuring that rigorous quality standards are maintained, and data driven decision making is supported.
    • Provide technical advice and coordination support for data collection and data analysis to inform Programme design and implementation.
    • Update the IDM strategy for Chad to identify key priorities throughout the 2024-2028 Country Strategic Plan.
    • Coordinate with relevant external stakeholders and proactively engage in interagency discussions and efforts to harmonize IDM practices and approaches.
    • Ensure the Programme remains compliant with all WFP policies and procedures for responsible collection, processing, and management of beneficiary data.
    • In cooperation with stakeholders, recommend ways to refine the Programme to improve service delivery to beneficiaries and facilitate implementation by WFP.
    • Assist in the digitalization of other core processes around the delivery of Cash-Based Transfer (CBT)/food with a specific focus on improving assurances to ensure the right targeted vulnerable person receives the right entitlement at the right time.
    • Support with establishing and managing structures to raise issues and ask questions related to IDM solutions and operational support needs.
    • Ensure coordination of field-level monitoring of implementation, including outputs and outcomes.
    • Identify lessons learned and best practices for use in future WFP cash and food Programme interventions.
    • Other tasks as needed.

      QUALIFICATIONS AND EXPERIENCE

      Education: Master’s degree in a relevant field (international relations, management, business administration, Information Technology, humanitarian assistance, political science or other field relevant to international development assistance, or bachelor's degree with additional years of related work experience and/or trainings/courses.

      Experience:

      • At least 3 years or more years of relevant professional experience in humanitarian and/or development work with international organizations or equivalent private sector experiences.

      • Experience in emergency operations, food security programming, implementation and digital programming is an asset.

        Language: Fluency (level C) in both French and English language.
