Setting and ReportingThis position is located within the Office of the Assistant Secretary-General of the International, Impartial and Independent Mechanism to assist in the investigation and prosecution of persons responsible for the most serious crimes under International Law committed in the Syrian Arab Republic since March 2011 (IIIM) located in Geneva, Switzerland. Under the direct supervision of the Chief of Staff, the incumbent will lead the implementation, monitoring and evaluation of programmes, operations and other activities related to resource mobilization. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: • Proposes strategic engagement, with traditional and non-traditional donors' based on an in-depth understanding of accountability, human rights and rule of law issues; • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Coordinates activities related to budget funding including negotiating with donors, programme/project preparation and submissions, progress reports, financial statements, etc. and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required. EducationAdvanced university degree (Master’s degree or equivalent) in social or political science, business administration, management, economics, international relations or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific QualificationNot available. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of five years of experience in donor relations and resource mobilization is required. Experience working in the area of accountability (rule of law, transitional justice, human rights, or related) is required. Experience in resource mobilization in the Syrian context is required. Experience in developing partnerships with non-traditional donors (e.g. foundations, private sector entities, individuals) is desirable. Two years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either French or Arabic is desirable.
