The overall objective of UNEP's Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. Its work is guided by ambition, innovation, credible science, and alignment to global climate goals and needs of individual countries. The Climate Change Division works with Members States and Partners to accelerate and support a just transition by addressing climate change mitigation and adaptation through enhancing implementation capacity, provision of data information and knowledge, access to finance and technology, and building resilience. It promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. UNEP's International Methane Emissions Observatory (IMEO) exists to provide open, reliable, and actionable data to the individuals with the agency to reduce methane emissions. IMEO's work to provide accurate, unbiased, and up-to-date information on methane emissions – starting with the fossil fuel sector – is rooted in the need to shift from inaccurate estimates to real-world, empirical data. This post is located in UNEP's Climate Change Division in the Paris duty station. Under the overall supervision of the Director of the Climate Change Division and direct supervision of the Deputy Director. The incumbent will be responsible for the following duties. ResponsibilitiesA. Provide leadership and set the strategic direction for IMEO’s Transparency Practice and the OGMP 2.0) by: 1. Identifying new opportunities and strategic alliances to advance transparency on methane emissions 2. Mobilizing leaders in the oil and gas sector, government, finance institutions, civil society and IGOs around a common vision to strengthen and / or mobilize commitments to methane emissions reductions 3. Engaging with partners and relevant institutions in guiding the Partnership, including managing the Partnership’s Governance structures (Steering Group, Advisory Group, Task Forces) 4. Providing strategic guidance to the Partnership and to UNEP including through overseeing the publication of knowledge products such as the International Methane Emissions Observatory Annual Report (Eye on Methane) with a focus on the OGMP 2.0 section to track progress on methane emissions reductions B. Lead overall coordination of Oil and Gas Methane Partnership 2.0 activities by: 1. Providing intellectual, strategic and operational leadership in the development, management, planning and execution of the Oil and Gas Methane Partnership 2.0 workplan and budget 2. Overseeing the recruitment of companies into the Partnership and negotiating legal agreements with companies 3. Working with external partners and UNEP teams as appropriate to develop, implement and report on programmes, projects and activities of the Oil and Gas Methane Partnership 2.0 4. Organizing and chairing the annual OGMP 2.0 implementation conference and present OGMP 2.0 at meetings, conferences and workshops 5. Supervising the development of communications products and the update of the OGMP 2.0 website C. Management and administration of the OGMP 2.0 team by: 1. Identifying and recruiting experts to support OGMP 2.0 activities 2. Overseeing a multinational team of experts who support OGMP 2.0 activities 3. Providing strategic guidance and quality control for the work of the OGMP 2.0 team 4. Overseeing the collection and analysis of information, data, and methodologies reported by OGMP 2.0 member companies 5. Collecting and analyzing data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting 6. Supervising the development of technical guidelines and the provision of technical support to OGMP 2.0 member companies D. Providing strategic support to the activities of the International Methane Emissions Observatory and of the Climate Change Division by: 1. Coordinating with external partners and UNEP teams as appropriate on methane-related activities relevant to IMEO and OGMP 2.0 2. Representing IMEO and UNEP at key international fora and events 3. Providing timely input and analysis, performing administrative functions and contributing to fundraising, donor reporting and programme evaluation as requested 4. Liaising with other IMEO Practices and Projects as needed, participate in management meetings, overseeing internal coordination and providing inputs and feedback on other IMEO Practices and Projects to ensure synergies with OGMP 2.0 5. Perform any other duties as may be assigned. Ability to participate and represent UNEP views in Methane Global Meetings. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. EducationAdvanced university degree (Master’s degree or equivalent) in environmental science, environmental economics, engineering, social sciences, international relations or a related area is required. A first level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of seven (7) years of progressively responsible experience in partnership management with stakeholders from the oil and gas sector on methane related issues is required. Experience with methane emissions reporting frameworks in the Oil and Gas sector is required. Experience with management of complex and large global methane projects in the oil and gas sector is required. Experience in managing large geographically dispersed teams of experts working on methane emissions reductions in the oil and gas sector is required Experience in working with developing countries on engagement with oil and gas stakeholders is desirable. Experience with designing and implementing methane emissions reduction related policy and regulatory guidance is desirable. Experience within the UN system or similar international organization is desirable. A minimum of two (2) years' experience in data analytics or related area is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat.
