Org. Setting and ReportingThe United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. UN-Habitat's Regional Office for the Arab States (RAOS) manages UN-Habitat's project portfolio in the Arab States. Since 2015, UN-Habitat Syria Programme has worked closely with Syrian cities and communities to rebuild urban resilience and recover cities in Syria. UN-Habitat supports local authorities and communities (1) to collect better urban data and conduct urban analysis to reach a common understanding on urban recovery needs; (2) to identify neighbourhood and municipal area-based recovery priorities – from life-saving humanitarian, to resilience, to recovery - as a recovery plan; and (3) to support rehabilitate and rebuilt infrastructure and basic services, housing, urban environment, and urban cultural heritage. The post is located with the Syria Programme at the Aleppo duty station. Under the direct supervision of the Chief Technical Advisor/Head of Syria Country Programme, the incumbent will be responsible for the following duties: Responsibilities• Participates in the development, implementation and evaluation of assigned UN-Habitat urban recovery projects in Syria including those projects focus on urban data management associated with the capacity development of local stakeholders, protection of Housing Land and Property rights; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting and capacity development assignments, in collaboration with the client, by planning facilitating workshops and events, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyses and presents information gathered from diverse sources. • Undertakes assessment and survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Provides substantive support to consultative and other meetings, to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Undertakes outreach activities; conducts training workshops, seminars, makes presentations on assigned topics/activities including urban data management, urban recovery planning, and HLP right protection. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Oversees the preparation and submission of concept notes, project proposals, progress reports, budget revisions, and financial statements, and prepares associated documentation such as pledging materials, work programmes, and programme budgets. • Collects and analyzes data using GIS Platform to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related duties as required. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job - Specific QualificationNot available. Work ExperienceA minimum of five (5) years of progressively responsible experience in project or programme management and urban recovery in post conflict setting is required. Experience in housing finance, urban planning and/or urban policy development is required. Experience in programme and project planning, analysis and budgeting are required. Experience working with the UN system or similar international organization is desirable. Two (2) years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Arabic is desirable.
