Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries including those in crisis-affected situations. This position is located in the Disasters and Conflicts Branch of the Ecosystems Division of UNEP. The Programme Officer will report to the head of the Policy and Analysis Unit in the Disasters and Conflict Branch. The focus of this role is to lead the implementation, monitoring and evaluation of programmes, operations and other activities in Somalia for UNEP. Under the direct supervision of the Head of Branch, the incumbent will perform the following duties: Responsibilities• Develops, implements and evaluates assigned programmes/projects in Somalia; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Manages all projects implemented by the Disasters and Conflicts Branch in Somalia, in coordination with consortium partners, donors, the State and Federal Governments of Somalia and other stakeholders • Performs consulting assignments, in collaboration with the Government of Somalia and UNEP and the UN in Somalia, by planning and facilitating workshops, through other interactive sessions, and by assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses; identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration, or related area is required A minimum of five years of experience in United Nations field operations, special political missions, or similar international organizations or non-governmental organizations or contexts in conflict, disaster, post-disaster or post-conflict setting is required Solid experience of managing environmental field projects in the most vulnerable, fragile or conflict-affected settings is required. Two (2) years or more of experience in data analytics or related area is desirable. Experience working as a member of a UN Country Team is desirable.
