Setting and ReportingThis position is located in the Programme Management Unit (PMU) of the Programme Management and Support Services Division (PMSSD) of the United Nations Economic Commission for Europe (UNECE), based in Geneva, Switzerland. The incumbent is under the direct supervision of the P5, Senior Management and Programme Analyst, and under the general supervision of D1, Principal Administrative Officer (PMSSD). The incumbent coordinates programme planning, monitoring, and reporting of budget Section 20 (Economic development in Europe) of the regular budget. The incumbent coordinates the preparation and the review of the Programme Plan (Part II of the Proposed Programme Budget) until its approval by the General Assembly. This includes overseeing the preparation and implementation of the publication plan and monitoring the implementation of the programme of work. The incumbent provides advice and guidance to the budget and programme focal points in ECE subprogrammes, including inter alia by ensuring quality of the programmatic documents submitted to ECE sectoral committees, and liaises with relevant counterparts in UNHQ. ResponsibilitiesWithin the delegated authority, the Programme Management Officer has the following responsibilities: - Supports the preparation of the Programme Plan (Part II of the Proposed Programme Budget) of Section20, including high-level reporting on past performance. - Oversees quarterly updating of results and deliverables, as reflected in the approved programme plan, in Umoja SMA/SPPM, by divisional focal points. Ensures quality assurance and consistency of the performance reporting. Prepares quarterly summary and brings any issue to the attention of the Chief of the Unit. - Facilitates the review of the Programme Plan by ECE Executive Committee (ExCOM), the Advisory Committee on Administrative and Budgetary Questions (ACABQ), the Committee for Programme and Coordination (CPC), and the Fifth Committee (5C); prepares responses to the written questions from these legislative bodies. - Provides advice and guidance on the preparation of the Programmes of Work of ECE Sectoral Committees and the Standing Working Group on Ageing, ensuring compliance with the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation (ST/SGB/2018/3) as well as ECE internal guidelines. - Monitors the preparation and implementation of the Publication Plan, represents ECE at the Publication Board and liaises with counterparts in Division of Conference Management (DCM) on these matters. - Provides support to the Chief of Unit in all matters related to programme planning and reporting, including inter alia: i. Following up the developments on programmatic issues in ECE sectoral committees and the Standing Working Group on Ageing. ii. Keeping up to date with General Assembly and Economic and Social Council (ECOSOC) resolutions of relevance to ECE. iii. Checking potential programme budget implications (PBI) in draft resolutions and decisions and advising divisions accordingly. iv. Preparing inputs in response to UNHQ requests that relate to programme planning and reporting. v. Ensuring programmatic coordination with other Regional Commissions and relevant UN departments and agencies. - Serves as ECE lead on Umoja SMA/SPPM applications. - Coordinates the Programme Planning, Monitoring and Evaluation (PPME) focal points. - Organises briefings, trainings and workshops; facilitates the exchange of experience in programmatic areas. - Performs other duties related to the work of the Unit as well as in the wider Programme Management and Support Services Division.
