UNOPS’s main focus will be to manage the administrative and financial procedures required to reach the project objectives by NGO partners. in addition, the programme officer will develop and enforce management tools to track progress, manage risks, and enhance inter-departmental accountability within the technical secretariat.

The Program Management Specialist will report to the Principal Coordinator of the Stabilization Support Unit on the daily instructions, notices and guidelines and to the UNOPS Project Manager for administrative purposes and monitoring of outcomes and deliverables referred to the Job description and will be responsible for the overall management of the Stabilization Coherence Fund’s projects & programmes within the Technical Secretariat. The results and deliverables of the person recruited for the Technical Secretariat as Program Management Specialist will be as follows:

  5. Lead the development of annual and quarterly workplans aligned with strategic objectives of the SCF.

Oversee resource allocation across programme components, ensuring balanced utilization and preventing bottlenecks.

Monitor implementation status through internal dashboards and trackers to ensure timely delivery.

Conduct management meetings to review performance, identify gaps, and prioritize follow-up actions.

Coordinate closely with the DDR&S leadership to align field activities with mission strategic objectives.

Delivery and Performance:

Undertakes regular technical field visits to monitor and ensure visibility of Trust Fund projects in the Mission's mandated regions, as required.

Apply project management principles to ensure outputs are delivered on time, within scope, and in budget.

Ensure full and regular monitoring of projects, including timely receipt and review of m&e documents.

Implement adaptive management practices based on field feedback and performance data.

Contributes to the preparation of various written products, e.g., drafting reference documents, analyses, notes, sections of reports and studies.

Reviews, analyses, and interprets M&E data collection, identifies issues/problems, and prepares preliminary findings.

Identifies programmatic issues to be resolved and recommends corrective actions; liaises with relevant parties; identifies and monitors follow-up actions.

Perform other tasks as required.

Procedures:

Follow the Project Management Cycle and ensure that MONUSCO organizational policy complies with all rules and regulations.

Maintain critical programme records/documents via any available tools/record.

Establish and maintain a project operations manual tailored to the scf technical secretariat context.

In addition to regular contribution to the funds reporting, the programme officer prepares various reports, including highlight reports, end stage reports, and handover reports.

Understand and manage MONUSCO/MPTF/UNOPS pricing policy and corporate charges as they apply to the fund.

Develop an issue-tracking and escalation protocol to address implementation delays and risks.

Understand the structure and approaches of the UN and budget appropriately for personnel.

Manage and remain accountable for expenditures against the budget (based on accurate financial reports).

Plan, conduct, and report on in-depth due diligence assessments of implementing partners. Identify high-risk areas and recommend relevant mitigation measures. Monitor and evaluate the adequacy of measures taken to correct reported deficiencies.

Knowledge Management:

Actively interact with the PM community to share case studies, lessons learned and best practices.

Ensure documentation of management decisions and strategic adjustments for future reference.

Complete lessons learned as per reporting format.

Education/Experience/Language requirements
- An advanced university degree (e.g. Master’s or equivalent )in the field of International Relations, Political / Development Studies, Business / Public, Administration or other relevant discipline is required

- A bachelor’s degree in these areas with 7 years of relevant experience is considered as equivalent. EXPERIENCE

- A minimum of at least 5 years of progressive and responsible programme implementation and management is required.

- ∙Experience of managing government and donor relations while working for an international organization or related experience is required

- Demonstrable project management and fiduciary management skills are required.

- Experience in fund management or grant management is required

- Prior experience in supporting or managing implementation of multi-donor fund supported projects would be a strong asset

- Prior related experience in the UN system is an asset

- Experience in the usage of computers and in office software packages is required

LANGUAGE

- Full working knowledge of French and English is essential.
