    WFP Lebanon provides cash assistance to Syrian refugees and in-kind assistance to vulnerable Lebanese, while supporting the Government in strengthening social safety nets.     Job Purpose: Under the direct supervision of the Head of Partnerships, Communications and Information Management, the Partnerships Officer will be responsible to deliver a wide range of processes and activities to facilitate the work of senior staff to effectively position WFP with public, private, and external partners to attract policy support, resources, technical assistance, and innovative solutions to advance WFP’s work, while supporting member states in achieving the SDGs and Zero Hunger and emphasizing WFP’s contributions.

    The duties include but not limited to: Analysis of donor contributions, providing trends and forecast; desk research to support program and project proposals; drafting of donor profiles and development of a stakeholder contact list; gathering and sharing socio-political insights and partner intelligence using key information systems to expand the donor base and map future trends; support in preparing presentations and briefs for donor meetings, while monitoring and tracking donor opportunities and contributions on a weekly basis; supporting in maintaining oversight of the unit’s resource mobilization and donor relations portfolio, and improve data flow to strengthen analytical functions.

    Key Responsibilities (not all-inclusive, nor exhaustive):

    • Implement the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
    • Proactively contribute to a partnerships portfolio, including partner profiling and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; Support partner visibility and ensure partner conditions are met.
    • Use data to present managers with well-researched ideas to expand support from existing partners and to scope new partners, guided by programmatic assessment and context- specific analysis with the aim to enhance the impact of WFP’s work and diversify the resource base.
    • Solicit inputs, including operational updates, from other WFP entities to inform partner audiences on WFP’s programmatic offering; Draft quality briefs and proactively highlight strategic issues to senior staff to inform best course of action and nurture partnership growth.
    • Gather and present internal and external data/information, using key information systems (e.g. Salesforce, WINGS, WFPGo), to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
    • In the context of the UN system and multilateral fora, support the development of partnerships and joint events with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda and advance WFP priorities and objectives.
    • Contribute to partnerships strategies, including the review and development of resource mobilization strategies; Draw up quality partner proposals and reports by engaging with other WFP entities and external stakeholders.
    • Support senior managers in the preparation of strategic agreements, joint strategies and MOUs in order to promote the SDGs and Zero Hunger on the national, regional and global agenda and to reach advantageous outcomes for WFP.
    • Contribute to preparedness actions, providing technical recommendations and guidance, and monitor defined risks.
    • Perform other related duties as required.

      STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

      Education: Advanced University degree (i.e. Master's degree or higher) in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree (i.e. Bachelor’s degree) with additional years of related work experience.

      Experience: One (1) or more years of postgraduate professional experience (after completion of Advanced University degree) in partnerships, fundraising, advocacy and communications, marketing, strategy development or other related fields or three (3) years or more after completion of First University degree.

      Experience building and managing partnerships, including developing proposals, soliciting input for reports, drafting agreements, producing visibility plans and/or crafting joint strategies is highly desirable.

      Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.

      Required Experiences for entry into the role:

      • Experience drafting proposals and reports, outlining and structuring documents, revising and editing, with strong English writing skills.
      • Experience exploring new partnership opportunities, provided inputs into developing solutions with prospective partners and explored new areas to scale-up existing activities.
      • Experience supporting the creation of external communication and briefing materials.
      • Familiarity with resource mobilization processes and resource strategies, and contract negotiations.
      • Good understanding of knowledge of information management best practices, techniques and processes.
      • Basic understanding of government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships.
      • Demonstrate strong skills in developing healthy working relationships, and diplomatic approach – cross-functional unit.
      • Strong communication skills to communicates verbally and non-verbally clearly and effectively, correctly interprets messages from others and responds appropriately, clearly articulates requests’, tailors language, tone, style and format to match the audience.
