Context
For the past decade, the number of people who are internally displaced due to conflict, violence, disasters, and climate change has been climbing steadily. By the end of 2022, there were an estimated 71.1 million internally displaced persons (IDPs), with millions living in protracted displacement and dependent on humanitarian assistance.
In view of these issues, in 2019, the United Nations Secretary-General (SG) established a High-Level Panel on Internal Displacement (HLP-ID) to renew focus on the protection, assistance and long-term recovery needs of displaced populations. As a follow on, in June 2022, the UN Secretary General (SG) launched the Action Agenda on Internal Displacement, detailing 31 UN commitments to better prevent, address and promote solutions to internal displacement. The SG also appointed a time-bound Special Advisor on Solutions to Internal Displacement to drive changes in ways of working.
Fulfilling commitments under the SG’s Action Agenda and, in doing so, contributing to the collective effort to prevent and resolve internal displacement is among UN’s top institutional priorities. Building upon lessons learned and leveraging its programming across the humanitarian, development, peace nexus, UN is therefore in the process of consolidating and scaling-up its durable solutions programming, placing a strong emphasis on a) promoting community-defined, locally-led development solutions; b) strengthening policy, governance and planning; c) ensuring availability of quality data and analysis; d) expanding partnerships; and e) enhancing prevention, early action and “solutions from the start”.
Role Overview
Under the overall guidance of the UN Resident Coordinator (RC), the direct supervision of the Chief of Mission (CoM), in close collaboration with key colleagues at RCO (Country Coordinator, Team Leader and Senior Peace and Development Advisor) and according to the RCO workplan, the Nexus and Solutions Coordinator will work with key stakeholders to substantively support the UN Country Team (UNCT) and relevant national/local coordination bodies, and relevant Regional Working Groups. Key solutions stakeholders include affected displaced communities, national and sub-national government authorities, donors/development partners, UN agencies, international and national NGOs, civil society, private sector and academia.
The Nexus and Solutions Coordinator will play a key role in supporting the country-level implementation of Solutions model proposed by the Office of the Special Adviser under the UN Secretary-General’s (UNSG) Action Agenda on Internal Displacement, collaborate closely with the relevant in-country UN personnel, government and global coordination structures related to internal displacement, and connect available global expertise, including from the Internal Displacement Monitoring Centre (IDMC) and Joint IDP Profiling Service (JIPS) to promote and advance the implementation of durable solutions programmes and activities, reinforcing efforts to mobilize the financial resources necessary to contribute to the sustainable improvement of the conditions of displaced communities and those with high levels of exposure and vulnerability to displacement resulting from natural hazards and climate change. The Nexus and Solutions Coordinator will be hosted and deployed by UN agency/agencies through a full-time secondment to the RCO office.
1. Provide in-country representation on solutions in the Resident Coordinator’s Office, and encourage and facilitate communication and advice between different global entities and country-based implementors.
2. Support the formalisation and engagement of the government coordination mechanism for durable solutions planning, Disarmament, Demobilization and Reintegration (DDR) and in coordination with senior managers strengthen its functionality and direction.
3. Develop and/or support the development of a clear action plan with deliverables and timelines for the UN coordination mechanisms for both durable solutions, DDR, aligned with the UNCT and Government priorities.
4. Provide technical advice and guidance on the development of a national strategy on solutions and a costed implementation plan.
5. Deepen engagement with senior government officials and strengthen political support for country engagement on solutions and DDR in collaboration with key coordination group colleagues, and pursue short-term opportunities to lock in commitment to the Agendas for solutions and for peace.
6. Build awareness within the UNCT on the Action Agenda goals and priorities, and identify and approach Heads of Agencies to act as champions for solutions in coordination with the Chief of Mission.
7. Follow up and facilitate a dedicated discussion with the PMT to increase awareness and integration of solutions, Action Agenda and DDR in UN regular dialogues and systems.
8. Investigate and provide strategic support on entry points and opportunities to catalyse potential future donors and funds from the global level, including the Green Climate Fund.
9. Engage with national authorities and partners to broaden the Solutions and DDR portfolio within the Mission, and assist in enhancing Cameroon's coordination role in the region and beyond through South-South cooperation.
10. Develop and deliver training and technical assistance to government partners, including technical assistance to draft DDR and solutions-specific or DDR and solutions-inclusive strategies, laws, policies, and plans, as required.
11. Undertake necessary duty travel.
12. Perform such other duties as may be assigned.
Education
Master’s degree in International Development, Public Policy, Political Science, Social Sciences, Climate Change/DRR or other relevant fields, or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in programme development and management, with at least three years of demonstrated experience in the design and implementation of durable solutions programmes; and,Experience in internal and interagency coordination to deliver results.Skills

For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
