Background:

In order to improve the integrity of elections, by improving knowledge and skills of election administration at lower levels, Municipal Election Commissions and Polling Station Committees, the Mission will support reform of curriculum for MECs, to make it more practical and customized. The Mission will also provide support to CEC BiH, as the main body responsible for administration of the elections, in organizing and conducting comprehensive and continuous training and certification of MECs, both during election and non-election years and in-person and online. For that purpose, the Mission will recruit two consultants for preparation of training materials and delivery of training to members of 143 MECs and to the instructors responsible for conducting training of the candidates for PSCs Presidents and Deputy Presidents. The consultants will perform respective tasks by working in selected locations of trainings (Bihac, Banja Luka, Tuzla, Bijeljina, Mostar, Sarajevo), or any other location in BiH, as per CEC’s request.

Objective of Assignment:

The Mission will support the development of training materials and training delivery on all practical aspects of MECs’ and PSCs’ work, including organization of the election day and application of the current by-laws reflecting the amended Election Law.

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximate 35 working days.

Tasks and Responsibilities:

Under the overall supervision of the Head of Mission, the successful candidate will be tasked with the following duties:

To develop the training materials and delivery of training to MECs on organization of the election day from the MECs perspective, selection and training of the PSCs’ and application of CEC’s by-laws; To develop the training materials and delivery of training of the candidates for Presidents of the PSCs on practical aspects of organization and performance of the PSCs, with testing and certification; To present training material developed and deliver training for MECs at selected locations across BiH, as per CEC’s request; To present training material developed and deliver training for instructors responsible for training of candidates for Presidents and Deputy Presidents of the PSCs at selected locations across BiH, as per CEC’s request; To evaluate the knowledge of training participants.

Deliverables:

All the relevant information concerning the MECs work reflected in the training materials; All the relevant information concerning the work of PSCs reflected in the training materials; The report on conducted training delivered along with the list of participants; The report on conducted training delivered along with the list of participants; Participants provided with the tests.

Necessary Qualifications:

First-level university degree in political sciences, international relations, public policy, law, or other related fields; A minimum of six (6) years of professional experience in the field of capacity building of election administration, including MECs, PSCs; Comprehensive experience in drafting of the by-laws from the CEC’s competences; Comprehensive experience in drafting and designing of election protocols; Experience of working on similar projects dealing with election process; Comprehensive experience and understanding of roles and responsibilities of MECs and PSCs; Understanding the context of the BiH environment and the election systems in BiH; Excellent communication, organisational and writing skills; Professional fluency in local languages with excellent oral and written communication skills; Basic knowledge of English language.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
