The Position:
The Communications Consultant will provide strategic and technical support for the communication, visibility and publicity activities for UNFPA Country Office in Jordan. The communication consultant will assess the status, identify gaps, propose enhancements, and produce the communication strategy for UNFPA Country Office in Jordan to increase the understanding and awareness of UNFPA and its mandate, with partners, the media and the public, while strategically positioning the UNFPA Country Office and its work.

Job Purpose:
The communication consultant will provide strategic and technical support for the communication and publicity activities for the Population and Housing Census 2025 (Census) at the Department of Statistics (DOS) in Jordan. The communication consultant will assess the current status, identify gaps, propose enhancements, and produce the communication strategy for the census in 2025 to ensure effective public engagement and awareness.
Scope of work (Description of services, activities, or outputs)
To achieve the objectives of this assignment, the consultant will perform the following tasks with the corresponding team at the UNFPA office:
Develops UNFPA Jordan CO advocacy and communication strategy/plan in collaboration with the programme team to advance UNFPA’s agenda. Monitors and analyses the political, social and economic environment relevant to UNFPA’s work, as well as the public perception of UNFPA in the media and general public; identifies opportunities for strategic communications interventions and recommends appropriate action to seize opportunities for increasing visibility for UNFPA, its work and ICPD issues, and to maintain a positive image for the organization. Guides internal and external communications aimed at informing and engaging staff and public around the corporate strategic goals and transformative results and the high-level goals of the country programme. Ensures developing and maintaining close collaboration with traditional and social media, as well as with civil society groups and organizations essential to achieving UNFPA’s advocacy and communication objectives. Timely content maintenance of UNFPA Jordan website, social media accounts with the support of other UNFPA team members. Drafts and edits articles, press releases, human interest stories, social media content and other advocacy/information materials in collaboration with the programme team. Produces background communication and promotional materials, with inputs of concerned programme, for briefings and visits of journalists, donors, senior government officials and other groups. Organizes and generates public support for UNFPA special events, i.e. 16 Days of Activism against Gender-Based Violence, through media, outlets, social media, and other innovative approaches to promote country programme goals. Produces advocacy and communication materials (e.g., films, infographics, podcasts, video, audio-visual, etc.) for national, regional and global campaigns, as well as for the annual review meeting and annual report and oversees the qualitative aspects of production (e.g. quality control, translation, review of layouts and graphic design) to ensure highest standards and compliance with UNFPA style and policies. Ensures monitoring and evaluating of the appropriate and timely dissemination of advocacy and communication materials to target audiences and participates in the evaluation of their impact. Trains UNFPA implementing partners and supports them with the developmentof communication and advocacy plans and messages related to UNFPA mandate, including capacity building in communication. Establishes/maintains an up-to-date documentation centre for publications, press releases and clippings, as well as photographic and audio-visual materials. Participates in the UN Communications Group functioning under the auspices of the UNCT Jordan during the absence of the Communications Associate on DA and contributes to planning and implementation of the joint UN Jordan Communication Strategy.Deliverables:
UNFPA Jordan CO Advocacy and Communication Strategy/Plan for current Country Program developed by the end of 2024. Media monitoring system regarding themes of UNFPA’s work established by the end of the assignment. Environmental scanning and analysis conducted on monthly bases. Collaboration with traditional and social media established and enhanced. UNFPA Jordan website and social media accounts updated regularly. Background communication and promotional materials developed/updated. Communication coverage of UNFPA special events, i.e. 16 Days of Activism against Gender-Based Violence organized. Training on communication for UNFPA implementing partners conducted.Duration and working schedule:
The consultancy duration is 9 months. It is expected to commence on November 10, 2024.

The Communications Consultant will be based in UNFPA Jordan Country Office.

The delivery dates and submission format will be determined during the kick-off meeting.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
Weekly meetings to review progress and address any issues. Presentation of UNFPA CO communication strategy. Production of communication materials, documents, updates, posts, etc.. Regular progress reports will be required.Supervisory arrangements:
The Communications Consultant reports directly to the UNFPA Representative.
Expected travel:
Several filed visits/project sights.
Qualifications and Experience:
Experience: Minimum 7 years’ experience at managing communication and publicity campaigns, visibility component and developing strategic documents and plans. Skills: Strong analytical and report-writing skills, expertise in communication strategies, and knowledge of the Jordanian socio-political context.Education:
Advanced degree in journalism, public relations, communication, or any related field.
Languages:
Fluent in Arabic and English.

A laptop by UNFPA will be secured to the consultant. Office space in UNFPA Jordan Country Office will be provided.Other relevant information or special conditions, if any:
