Job Purpose:
UNFPA is seeking an Auditor for to provide an oversight on the resources of the Country Office in Afghanistan.
On 15 August 2021, the Taliban took over control of Afghanistan, exacerbating what was already one of the worst humanitarian situations in the world, with approximately half the population in need of urgent humanitarian assistance. As a part of a prompt and effective response to unfolding events in Afghanistan, the CO is adjusting its structure with additional capacity to strengthen its humanitarian response.
The proposed consultant will support the office by following up on audit findings. The Consultant will provide the Representative and the Senior Management Team (SMT) with independent, objective, expert advice, and assurance to add value and improve the UNFPA’s operations.
During the assignment, the incumbent will conduct herself/himself in a professional manner, will keep confidentiality and will exercise due care in carrying out her/his work.
You would be responsible for:
Complying with International Standards on Auditing, the auditor shall pay attention to the following:
Fraud and Corruption: the auditor shall identify and evaluate risks related to fraud, obtain, or provide sufficient evidence of analysis of these risks and assess properly the risks identified or suspected. Conduct spot checks and compliance: review of key risks areas and programmes in consultation with the assurance team in the CO. Provide support to the CO HACT Focal Point on the planning of assurance activities such as the spot checks, audits, and micro assessments. Provide technical assistance to the CO spot checkers and conduct on the job training. Develop mitigation measures for depository of programme and operational risks, develop and follow up on mitigation measures. Provide assurance by reviewing activities related to UNFPA’s Implementing Partners in Afghanistan. The Consultant will focus on areas of greatest risk and significance such as procurement, recruitment, and provision of services in the provinces and support the close monitoring activities of IPs as needed Support the focal point on anti-fraud and corruption and trainings within the Country operations and Implementing Partners. Effective contributions to the UNFPA’s transparency and accountability requirements. Prepare/participate in preparation for risk-based audit plans/programmes in accordance with UNFPA policies and procedures. Act as an objective source of independent advice to ensure validity, legality, and goal achievement of the CO’s activities Identify loopholes and recommend risk measures and cost savings Maintain open communication with Senior Management and internal and oversight committees. The Consultant shall ensure that the necessary processes and internal controls are in place to utilize its resources economically and effectively.Qualifications and Experience:
Education:
Advanced university degree (master's degree) in Business Administration, Accounting, Finance, Commerce, or any closely related field. A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree. Certification of CIA, CFE, ACCA, CPA, or any other relevant certification will be an asset.Knowledge and Experience:
A minimum of five years of progressively responsible experience in internal or external auditing, investigation and or fraud examination is required. Audit experience in the public sector is desirable, UN experience is an asset Fluency in English is requiredCore Competencies:

Fluency in English is required. Dari and Pashto are necessary as the working language in Afghanistan. Knowledge of other official UN languages would be an asset.Disclaimer:
