Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Somalia, the UN Women Country Programme/Strategic Note contributes to the development objectives to the Somalia National Transformation Plan (2025-2029), Common Country Analysis (CCA), the UN Sustainable Development Cooperation Framework 2021-2025 (UNSDCF), Humanitarian Needs and Response Plan (HRP) and UN Somalia Gender Strategy, the SDGs particularly, SDG 5 and is aligned to the UNSDCF as well as UN Women Global Strategic Plan. The Strategic Note is also grounded in the standards, principles and obligations of the Convention to Eliminate all forms of Discrimination Against Women (CEDAW), Beijing Declaration and Platform for Action, Concluding Observations of the Commission on the Status of Women, Sustainable Development Goals, and the African Union Protocol on the Rights of Women in Africa. It is also in line with the key priorities and challenges outlined in the National Report on the review of the Beijing Declaration and Platform for Action plus 25 years (BPfA+25) as well as the Country Gender Equality Profile jointly undertaken by the African Development Bank Group (AfDB) and UN Women. The Strategic Note addresses issues such as women, peace and security, women's political participation, elimination of violence against women and girls, women’s economic empowerment and UN Coordination. In the context of ongoing humanitarian crises, UN Women emphasizes the importance of integrating gender considerations into humanitarian action.

The Monitoring and Reporting Analyst is recruited to improve data and evidence generation, programme monitoring, result-based reporting, evaluation and knowledge management in UN Women Somalia Country Office. In addition, the Monitoring and Reporting Analyst will support SCO implementing partners in their work to build their capacity and ensure full alignment to SCO Strategic Note.  

Reporting to the Country Program Manager, the Monitoring and Reporting Analyst will provide support to the Somalia Country Office (CO) colleagues in incorporating data collection, monitoring and reporting into programme formulation and implementation, tracking programs against the Strategic Note targets, reporting of results to internal and external audiences as well as enhancing knowledge management. In addition, the Monitoring and Reporting Analyst will also support UN Women Somalia Country Office implementing partners in capacity building and aligning their work to the CO programs and the Strategic Note. The Monitoring and Reporting Analyst also works in close collaboration with the programme and operations team, relevant UN Women Eastern and Southern Africa Regional Office (ESAR) staff, UN partners, Government officials and civil society in ensuring successful UN Women programme implementation under the portfolio.

Key Functions and Accountabilities:

1.    Provide technical inputs to programme formulation to ensure monitoring and reporting is incorporated:
•     Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
•     Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
•     Provide inputs to annual work plan monitoring, reviews and reporting;
•     Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
•     Facilitate the clearance of donor agreements and Programme Cooperation Agreements for SCO;
•     training staff and partners in project management procedures.

2.    Provide technical inputs to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan: 
•     Coordinate with Programme Team to ensure data collection and analysis from field visits are coordinated and standardized across programmes;
•     Monitor data from partners/countries on a quarterly basis and provide inputs to regular management briefs to inform decision making;
•     Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required;
•     Monitor the spending of donor funds and other programme expenditures and disbursements;
•     Lead the development and monitoring of the SCO Monitoring, Evaluation, and Research Plan;
•     Represent the country offices in data, monitoring, reporting and evaluation working groups in the context of United Nations Sustainable Development Cooperation Framework (UNSDCF).

3.    Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:
•     Facilitate the process of the SCO meeting internal and external reporting requirements and deadlines, including annual reporting process;
•     Contribute substantial inputs to donor and programme reports (both narrative and financial);
•     Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
•     Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
•     Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations;

4.    Provide technical support to the SCO in the implementation the UN Women Evaluation Policy:
•     Lead and coordinate the implementation of UN Women’s Evaluation plan in the country office;
•     Draft/revise Terms of Reference for specific project/program evaluations;
•     Provide guidance to SCO programme staff and relevant partner organizations on evaluations; 
•     Ensure communication between the SCO and RO regarding timely planning of Evaluations;
•     Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE);
•     In collaboration with Operations, support roll-out and application of corporate systems such as Partner Grants & Agreements Management System (PGAMS) and Project Gateway in ESAR.

5.    Contribute to knowledge building and capacity building:
•     Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
•     Contribute to the development of capacity development tools, including training materials and packages;
•     Facilitate capacity building opportunities for staff and implementing partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
•     Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities.

6.    Support other thematic areas as and when the need arises.

Functional Competencies:

Education and certification:

Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

At least 1 year of relevant experience at the national or international level in monitoring and reporting of development projects/ programmes is required; Good knowledge of programme formulation and implementation and Results Based Management; Good knowledge of gender responsive monitoring and evaluation, evaluation design, data collection and analysis, and reporting; Ability to synthesize program performance data and produce analytical reports; Knowledge on normative standards on Gender Equality and Women’s Empowerment and their application into programming; Strong analytical and report writing skills; Experience of UN system standards on Gender Equality; Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required; Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

Fluency in English and Somali is required; Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
