Office/Unit/Project Description
Country Office success in its delivery of UNDP programmes is dependent on ensuring an adequate security framework is in place. The Host Government has primary responsibility for the security and protection of personnel employed by United Nations Security Management System organizations, their eligible family members, and property. The Country Office security team, in collaboration with UNDP Security Office and regional security staff, reinforces and supplements the capacity of the Host Government where needed to enable ongoing delivery of UNDP programmes, particularly in insecure and unstable environments. Specifically, the security team ensures the integration and mainstreaming of security risk management into Country Office operations, including incorporation of security considerations into the design, implementation, monitoring and evaluation of all country office projects and programmes.
Under the direct supervision of the National Security Officer (NSO) in Beirut, Lebanon, the Local Security Assistant (LSA) will be responsible for providing support to enable UNDP’s activities and assisting the NSO with all security-related aspects in implementing and monitoring security measures, ensuring compliance with UNDP standards across all field operations and premises.
Scope of Work
Assist in supporting CO in implementation of the Country Security Plan, Contingency Plans, Business Continuity Management, and the UN Security Framework.
Maintain effective working relationships with country United Nations Department of Safety and Security (UNDSS) office, host government agencies, and local authorities responsible for security, in order to obtain up-to-date security-related information that is beneficial to Lebanon. Assist the National Security Officer in collecting, updating, and communicating information regarding the security situation in Lebanon. Support the National Security Officer in the development and implementation of UNDP Country Office-specific security plans, including contingency and emergency response plans, Standard Operating Procedures (SOPs), and providing security-related inputs into the Business Continuity Plan (BCP). In coordination with National Security Officer, follow up on personnel compliance with safety and security protocols, including completion of mandatory security training, obtaining security clearances as required. Provides support in conducting security surveys of offices in UNDP Lebanon. Support the effective management of the Country Office Warden system by maintaining updated personnel lists, including call sign lists, and ensuring the overall operability of communications systems. Ensure that all relevant safety and security information is disseminated in a timely manner to UNDP personnel. Ensure that all safety and security communications equipment is functioning and in good condition, with a regular inventory duly maintained. Assist in reporting security incidents affecting UNDP personnel, premises, assets, and operational activities in Lebanon. This includes providing support in the preparation of security reports, such as Security Incident Reports and Weekly Reports. Assist in conducting physical security assessments for UNDP facilities, including offices, residences, and field locations. Identify basic vulnerabilities in physical security and report findings to the National Security Officer. Participate in field missions as required, offering hands-on support and guidance to ensure compliance with UNDP security standards.Provide support in the administration of security related matters and ensure completion of business process.
Maintain an orderly filing system for confidential correspondence, security files/documents. This includes maintaining a database on contact details of country UNDSS office and host country security authorities. Keep track of security section expenses and maintain records for budget preparation Assist with the administrative and ERP processes for the Security Office when applicable and as needed. Initiate and follow up with Security Trip Clearances for all security personnel and to UNDP personnel Provides support in organizing and conducting training courses on security awareness and preparedness and provides security orientation to newly assigned UNDP personnel in the duty station. Conducts security briefings as required. Day-to-day security operations, including support with security guard management at all UNDP facilities.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Local Security Assistant will work under the direct supervision of the National Security Officer.

Education
Experience
Minimum 5 years (with secondary education) or 2 years (with a Bachelor’s degree) of progressive relevant experience in the area of security is required.Required skills
Proven knowledge of the local security context and the security measures in force in the country. Valid driver's license and ability to drive 4x4 vehicles. Advanced computer skills, including word processing (Word), spreadsheet (Excel) and data management programmes.Desired skills
Previous experience within the United Nations system or an international NGO is desirable. Experience in military and policing or related areas is desirable. Knowledge of HF and VHF radios is desirable.Required Language(s)
Fluency in English and Arabic is required.
