Result of ServiceThe Junior Consultant will provide technical and programmatic support to the Sustainable Livelihoods Team within the Relief and Social Services Department (RSS) at HQ Amman. The consultant will play a key role in advancing the integration of climate change adaptation and anticipatory action within UNRWA’s livelihoods programming. This includes contributing to the development of strategic guidance, internal tools, and external-facing materials that promote risk-informed and resilience-oriented approaches for Palestine refugees. Work LocationHQ- Amman Expected duration3 Months Duties and ResponsibilitiesDraft a comprehensive 7–10 page document outlining the rationale, components, and strategic direction for integrating climate resilience into UNRWA’s livelihoods portfolio. Includes risks, response options, and field application examples. Draft an internal 10-15 page document identifying opportunities, challenges, entry points, capacity-building needs, and next steps for UNRWA to explore anticipatory action programming. Compile a concise PDF package of materials that provide an introductory overview to anticipatory action concepts and components, including case studies from similar displacement settings and links to resources for developing anticipatory action frameworks. Develop an introductory presentation with interactive activities that can be used to orient UNRWA personnel to anticipatory action, as well as engage HQ and field teams in preliminary discussions about opportunities for developing anticipatory actions to reduce the impacts of climate and conflict-related shocks on livelihoods. Produce a partner and funding landscape analysis identifying key donors, agencies, and initiatives operating in the climate-livelihoods-anticipatory action nexus. Include entry points for UNRWA engagement. Prepare an external-facing 3–4 page brief summarizing UNRWA’s positioning, opportunities, and practical approaches for integrating climate and anticipatory action into livelihoods work. Qualifications/special skillsMaster’s degree (completed or in progress) in Disaster Risk Management, Climate Policy, Development Studies, or related fields. • At least 3 year of professional or research experience in humanitarian or development settings • Experience working on anticipatory action, climate resilience, or disaster risk reduction in fragile/conflict-affected contexts. • Proven record of developing guidance materials, reports, and proposals for humanitarian or development organizations. LanguagesFluency in English is required; Arabic is a strong asset. Additional InformationNot available.
