Qualifications

1.        Purpose of consultancy

The purpose of this consultancy is to provide technical expertise to the MEDEVAC team. The WHO MEDEVAC project aims to provide patients from Gaza with needed urgent and lifesaving medical services and undertake effective and accountable MEDEVAC and Repatriation operations.

2.          Background  

The objective of the WHO Healthy Emergency and Wellbeing programme is to support the Ministry of Health in all areas of the health system strengthening: (i) service delivery, (ii) health workforce, (iii) health information systems, (iv) access to essential medicines, (v) financing, and (vi) leadership/governance. And in the context of the escalating hostility and lack of needed medical services in occupied Palestinian territory and the growing need to escalate the MEDEVAC with 14,000 patients on the waiting list and the interest of member states to support the medevacs, the main objective is to directly support the implementation of activities on Medical Evacuation from the Gaza Strip. This requires ongoing contacts with officials and representatives from health cluster partners, other technical staff in partner agencies (both within and outside the UN system), and staff of Ministries of Health (MOH).

3.        Work to be performed

Output 1: Technical Coordination and Advisory Support

Deliverable 1.1: MEDEVAC Advisory and Focal Point Function

Provide first-line advisory support for MEDEVAC-related queries

 Maintain ongoing technical support of MEDEVAC and repatriation activities in Jordan.

Provide recommendations, regarding MEDEVAC criteria.

Output 2: Operational Oversight and Quality Assurance of MEDEVAC project activities

Deliverable 2.1: Project Implementation and Oversight

Provide technical advice to ensure the alignment of contractor performance with MEDEVAC actions.

Support integration of project work plan activities with relevant teams (medical evacuation, operations, logistics).

Deliverable 2.2: Data Analysis and Reporting

Coordinate and facilitate periodic technical reviews to assess progress against MEDEVAC project indicators and milestones.

Consolidate and analyze incoming operational and technical data to generate timely and accurate updates across internal and external reporting platforms.

Ensure quality assurance and compliance of subcontractor deliverables and funding agreements with WHO standards and donor requirements.

Deliverable 2.3: Technical Documentation and Protocol Development

Support development or updates of protocols, SOPs, and guidelines related to MEDEVAC and repatriation.

Provide technical and programmatic recommendations for corrective actions.

4.           Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in medicine, or public health from an accredited/recognized institute.

Desirable:

Qualification in mental health and psychosocial support.

Additional professional training/specialization in emergency medicine, hospital management, training & education, and/or other related area

Experience:

Essential:

5 to 10 years of relevant practical experience within humanitarian health operations, managing/coordinating emergency services/teams in disasters and resource scarce settings.

Relevant experience in concept note and proposal writing, log frame, budget development and program implementation, including the management of financial and human resources.

Desirable:

Documented experience of operational and technical knowledge within the area of medical evacuations and establishing systems and processes to context due to needs.

Previous experience with WHO, other UN agencies, , health cluster partners, recognized humanitarian organizations or non-governmental organizations and working with national authorities such as MoH is desirable.

Related experience in development and implementation of strategies and action plans within WHO and/or UN agencies.

Skills/Technical skills and knowledge:

Demonstrated expertise in health emergency operations and coordination.

Demonstrated expertise in strategic thinking, political and stakeholder analysis, negotiation methods, leadership and development.

Demonstrated experience in international governmental collaboration and ability to work with other agencies and development partners in middle and or low-income country settings.

Demonstrated knowledge of clinical case management / clinical care activities, with a proven ability to identify and solve technical and any associated operational problems in difficult circumstances.

Demonstrated professional writing and oral skills including the development of high-quality reports, oral presentations, and technical/persuasive documents for consideration at the highest level of the Organization.

Languages and level required:

Expert level in English and Arabic.
