1. Purpose of consultancy
The purpose of this assignment is to provide technical assistance for the systematic drafting of the Jordan Country Cooperation Strategy 2026-2030, using WHO country function evaluation (2021-2024) results, CCS desk review of Key Informant Interviews and other relevant national, WHO and stakeholders’ documents. The new CCS strategy must align with national, regional and global health agendas, including the 14th version of WHO’s General Programme of Work (GPW14), WHO regional flagship initiative and country’s health agenda in the context of Sustainable Development Goals (SDGs) and the United Nations Reforms.
2. Background
The current CCS for Jordan ends in 2025. The development of a new CCS is timely to develop the next WHO Country Office work plan for 2026-2028.
The CCS is a guiding document, expression of country-based priorities and a collaborative effort for the WHO Secretariat and the country. The CCS is taking account of the global and regional directions and priorities, while responding to country needs and acknowledging country realities. It is an instrument that provides strategic priorities towards WHO’s contribution to achieve the five priorities of GPW14, a WHO instrument to promote national ownership and intersectoral approaches to achieve health-related Sustainable Development Goals and a tool for resource mobilization.
Through the CCS, WHO identifies key priorities for technical cooperation with Member States, taking into consideration national context, contribution from other UN agencies and stakeholders to its strategic objectives.
As per WHO CCS Global Guide 2023 and in the context of Jordan, the process of development of a new CCS included the following stages: i) evaluation of WHO CCS 2021-2025, integrated with WHO country function evaluation and i) situation analysis of socio-economic status, political situation and health status of Jordan. In addition, strategic dialogues are ongoing with the Government, UN agencies, multilateral and bilateral development partners and other key stakeholders conducted through Key Informant Interviews and consensus building workshop, which will be conducted before end of 2025. The outputs will inform the next stage – drafting of the new CCS. The new CCS 2026-2030 should build on the most recent available data analysis on national documents, UN joint work plan, as well as the GPW14 country indicators, providing a baseline for assessing progress in SDG targets.
The consultant will draft the new CCS in collaboration with WHO Country Office Jordan team. The process will be in accordance with WHO CCS Global Guide 2023 adapted to the national context and will be informed by the findings and recommendations arising from review of relevant documents, analysis of country data and contextual factors and strategic dialogue. It will be inclusive, collaborative and iterative. As the owners and implementers of the new CCS, all engaged stakeholders, including WHO staff will be the co-developers of the CCS. Engagement from various departments at Regional Office and HQ will be secured.
3. Work to be performed
Under the overall guidance and supervision of the M&E officer, the consultant will work with other focal points at WCO, to draft the CCS. WHO CO will provide the access to suggested reference documents for review and facilitate coordinating with key stakeholders for on-line review of draft versions of the CCS.
Output 1: Initial draft of the WHO CCS, 2026-2030 in line with the CCS Global Guide 2023:
Deliverable 1.1 Develop a situation analysis briefing, highlighting current achievements, gaps and challenges including WHO collaboration with partners, with new CCS strategic directions for the initial discussions with the WHO/MOH/partners for review.
Deliverable 1.2. Harmonize the strategic directions with the national, regional and global agenda by:
· Reviewing and analysing national documents, UNCF, WHO Country function evaluation report and recommendation, Stakeholders’ interview results and consensus outcome and ensure its relevance to articulate the health priorities in the current context of the country’s political and socio-economic development, emphasizing health in all policies.
· Ensuring the strategic objective consented by stakeholders through:
- Aligning with national priorities, stakeholders’ contribution to GPW 14 priorities, UN Joint actions.
- Aligning with WHO’s extended Fourteenth General Program of Work (GPW14), Regional Flagship Initiative and global goals.
Output 2: Facilitate the development of an overarching Theory of Change (ToC) and consensus building workshop, for the new CCS 2026-2030:
Deliverable 2.1: Coordinate an agreement on the consensus on CCS strategic objectives, through a consensus workshop with key stakeholders.
Deliverable 2.2: Identify and document key milestones for monitoring and evaluation activities of the CCS cycle, with possible indicators for progress monitoring.
Deliverable 2.3: Finalize an overarching ToC from the consensus workshop.
Output 3: Final draft of the WHO CCS, 2023 – 2028:
Deliverable 3.1: Present a final CCS draft, ensuring alignment with outcome of consensus building workshop and including inputs, comments and feedback suggested by WHO colleagues and country level stakeholders.
4. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Advanced University degree (Master’s degree) in public health administration, project/programme management or other relevant disciplines.
Desirable: Specialized training as strategic planning and evaluation
Experience:
Essential: Minimum of 10 years of relevant experience in public health
Desirable: Extended experience in writing strategic documents, especially for health sector.
· Technical knowledge in health, including on WHO General Programme of Work.
· Experience in conducting global strategic evaluations and reviews, with handling multisectoral stakeholder dialogues.
· Previous experience of country level WHO work and experience in strategic document development for countries with development programme.
Skills/Technical skills and knowledge:
· Technical knowledge on priority public health programs in the country
· Excellent communication, interpersonal skills, teamwork and adept at working with people of diverse cultural and social backgrounds
· Excellent knowledge of the UN system and UN joint country programming processes (CCA/UNDAF)
· Excellent report writing skills, analytical skills as well as good computer skills
· An understanding of and ability to abide by the core values of the United Nations
