    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. Over the years, WFP has made available its supply chain expertise, knowledge and network to governments, donors and UN agencies as a global good. To meet the increasing needs of WFP’s service provision portfolio, WFP requires a Supply Chain Officer to coordinate the Afghanistan Logistics Working Group (LWG) to ensure that timely, coherent and effective logistics support to humanitarian aid/relief operations is possible through information management and coordination (within funding and security constraints). The LWG reports to the ICCT, attending and providing regular updates to the ICCT meetings and to the HCT when requested. WFP, as lead agency, works in partnership with humanitarian stakeholders to deliver relevant and timely information, identifying operational gaps and bottlenecks.

    The incumbent will work directly with the Supply Chain Officer heading the Humanitarian Logistics Services sub-unit to achieve its objective, complementing ongoing corporate initiatives, supporting partners in the achievement of SDGs, and emphasizing WFP’s contributions in this regard.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    The Supply Chain Officer will be responsible for the following activities:

    LOGISTICS WORKING GROUP

    • Support LWG membership through coordination and prioritisation of logistics needs.
    • Identify issues of mutual interest and identify information which should be proactively shared with other actors, and should be acquired from other clusters to ensure a more effective overall response
    • Manage communication and coordination with all relevant sector stakeholders, national and international humanitarian organizations, and WFP as country-level and Lead Agency of the LWG.
    • Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments, and the private sector to share knowledge and resources.
    • Attend Inter-Cluster (ICCT) and other related coordination meetings.
    • Encourage all partners to include common/sector-wide issues, concerns and messages in their own communication activities.

      ON-DEMAND SERVICES

      • Ensure that the WFP Afghanistan service provision portfolio is effectively implemented according to procedures and policies with special emphasis on quality control, loss prevention, risk mitigation and cost-effectiveness.
      • Receive service requests from partner organisation and asses needs and service feasibility.
      • Track service requests received and executed to keep a record of all services provided.
      • Support WFP service provision at key supply chain meetings when needed, identify partner supply chain constraints and propose solutions through WFP where comparative advantage exists.
      • Maintains a keen understanding of supply chain developments in the sector including challenges, opportunities and constraints.
      • Support coordination and implementation of agreed plans in close cooperation with key supply chain stakeholders.
      • Maintain weekly/monthly materials/planning-related reports and information as required by partners and WFP management.
      • Define performance metrics for measurement, comparison, or evaluation of supply chain factors, such as product cost or quality.

        INFORMATION MANAGEMENT

        • Collect, analyze and disseminate relevant Humanitarian Logistics Services (HLS) information, continually looking to develop information products.
        • Coordinate and facilitate the LWG meetings, prepare material and organize external presentations.
        • Interact with HQ Fleet, HQ GIS, CO VAME, CO Fleet, GLC, and external partners for diverse and data collection and analysis, including development of GIS products.
        • Work with relevant information management focal points to establish and maintain a repository of key information, statistics, and data for HLS as a whole, and internal and external information-sharing mechanisms and systems.
        • Review and, if required, update LWG TORs to provide an objectives-oriented inter-agency supply and logistics forum.
        • Supervise, train, and develop the capacity of team members.
        • Explore cross-unit information sharing and collection for holistic understanding.

          EMERGENCY PREPAREDNESS AND RESPONSE

          • Support with CO/RB preparedness activities, including support to the preparation of Logistics Capacity Assessment (LCA), updating specific modules as information becomes available, providing technical recommendations and guidance and monitoring the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.
          • Support the emergency preparedness and response (EPRP) CO focal point for both WFP supply chain and Inter-Agency responses, follow emergency logistics preparedness practices, and participate in the preparation of CO Logistics Emergency Preparedness and Response projects to ensure WFP can quickly respond and deploy NFI and food to affected areas when required as well as lead interagency responses.
          • Support internal preparedness and response plans for the rapid collection and dissemination of physical access information during sudden onset interagency responses.
          • Support the development of WFP physical access information collection systems to increase supply chain awareness of relationships between transportation networks, inland supply chain routes, critical infrastructure, emergent hazards and seasonal and sudden onset natural disasters and their impacts on supply chain operations.
          • Provide training and development among staff for rapid logistics assessment and sub-national coordination for sudden onset emergencies.
            • Act in an assigned emergency response capacity as required to meet emergency food assistance needs and interagency coordination.
              • Engage in the organization, coordination, and preparation of lessons learnt exercises for all emergency responses, maintain the information repository and ensure that lessons learned are used to guide preparedness and future responses.
              • All other tasks as required.

                QUALIFICATIONS & EXPERIENCE REQUIRED:

                Education:

                Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

                Experience:

                • Progressively responsible experience in supply chain with WFP at the country level, including design, budget, retail, contracting, monitoring, etc.
                • Understanding of humanitarian and development sector.
                • Service mindset, ability to identify supply chain constraints and provide solutions.
                • Experience in developing and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
                • Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality;
                • Experience negotiating service arrangements with multiple third parties respecting WFP’s best interests;
                • Experience in monitoring operational success and suggesting areas of improvements;
                • Experience supervising teams of professional staff
