    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    The Supply Chain Officer for commodity accounting, funds management and billing will report to the Head of Funds Management, Commodity Accounting Pipeline Management and Billing section in Kabul for the following tasks. The incumbent will also work in close coordination with other Supply Chain Unit focal points as well as CO colleagues.

    Key Accountabilities

    Under the direction of the Head of Funds Management, Commodity Accounting, Pipeline Management and Billing, the role-holder’s key responsibilities will include:

    • Analyse context of AFCO and lead the design and management of supply chain fund management, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization
    • Design, plan and lead on implementation of innovative logistics Commodity accounting and fund management initiatives to ensure timely, efficient and cost effective supply of assistance.
    • Lead and motivate a large or highly specialized logistics Billing, fund management and commodity accounting team providing coaching, training and guidance as required to ensure appropriate development and enable high performance.
    • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimize use of available funds.
    • Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance. Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders.
    • Develop and issue regular invoice payment tracking tool.
    • Provide oversight, guidance and support to logistics staffs performing day to day operational activities in the Logistics and Billing systems in line with their duties and responsibilities.
    • Carry out project Supply Chain budgeting as well as regular budget reviews bi-annually (or whenever required) Capacity building of SC team in Commodity accounting, Fund management and invoice processing.
    • Leading the streamline of the supply Chain invoice processing procedures. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions for maximizing use of resources and effectiveness of supply chain operations.
    • Work closely with the pipeline team and BPU to ensure that all loans, swaps, repayments and diversions are properly recorded and provide regular status to Country Office Management.
    • Act as Deputy during the absence of the Head of the Pipeline, Commodity Accounting Funds Management and Billing team Participate in Local Project Review Committee reviews for Cooperating Partner Field Level Agreements. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
    • Lead in preparation, updates and implement SOPs for effective funds management, commodity accounting and centralized billing.
    • Ensure that the Corridor Budget and MOU are established, and that budget monitoring is conducted to confirm that funds managed by the Service Provider(s) align with the agreed budget.
    • Perform other duties as required.

      QUALIFICATIONS & EXPERIENCE REQUIRED:

      Education:

      • Advanced University degree from a recognized university preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics or First University degree with additional years of related work experience and/or training/courses.
