Background

Since 2019, with funding from the Green Climate Fund (GCF), and the Governments of Switzerland (SDC) and Sweden (Sida), UNDP Georgia and the Government of Georgia have been implementing a programme titled Reducing the Risk of Climate-Driven Disasters.

The programme comprised three interrelated projects:

GCF-funded project: Scaling-up Multi-Hazard Early Warning System and the Use of Climate Information in Georgia (2019–April 2025), referred to as the \"GCF project\". SDC-funded project: Strengthening the Climate Adaptation Capacities in Georgia (2019–October 2024). Sida-funded project: Improved Resilience of Communities to Climate Risks (2020–June 2025).

In 2024 November, GCF funded project was extended until April, 2027 and 2nd phase of SDC-funded project was launched. Closing of Sida-funded project is expected in June 2025.[1]

The programme is implemented under the National Implementation Modality (NIM), with the Ministry of Environmental Protection and Agriculture (MEPA) serving as the executing entity and implementing partner.

The overarching objective of the programme is to reduce the exposure of Georgia’s communities, livelihoods, and infrastructure to climate-induced natural hazards by establishing a fully operational, nation-wide multi-hazard early warning system (MHEWS) and promoting risk-informed local actions. This objective will be achieved through the following three outputs:

Enhanced climate-induced hazard observation and modelling capacity, enabling the provision of reliable information on hazards, vulnerabilities, and risks. Operational multi-hazard early warning systems and climate information services, supported by improved national regulations, coordination mechanisms, and institutional capacities. Strengthened community resilience, through the implementation of MHEWS and priority risk reduction measures at the local level.

The Programme Team requires the services of an Information Management and Reporting Associate to support he high-standard, accurate and informative reporting to the donors and national partners, as well as to assist the Programme team and the UNDP Communications Team in preparing high-quality communications materials related to the Programme and the UNDP environmental work in general and support the progamme in community outreach and engagement. 

Under direct supervision of the GCF/SDC/SIDA project managers and UNDP’s Environment & Energy (E&E) Team Leader, the Information Management and Reporting Associate will be tasked with drafting and editing the narrative reports, proposals, presentations, templates and other procedural documents in compliance with the relevant reporting standards. Further, s/he will be engaged in organizing public events and working meetings and preparing background content for the communication materials (brochures, stories, press releases, presentations, talking points, case studies) and supporting programmatic and/or communication initiatives driven by the donors or national partners. 

The Information Management and Reporting Associate will be responsible for maintaining close collaboration with the UNDP Communications Team as well as communication teams of the donor agencies and national partners, including the Government of Georgia. 

[1]Within the position mandate, support from the Information Management& Reporting Assistant is foreseen for the Sida-funded project during 2025 in closure of the project, such as development of final project report. 

Duties and Responsibilities

Under the guidance and supervision of the GCF/SIDA/SDC Project Managers, and in close collaboration with the UNDP CO Communications Team, the incumbent will provide the following tasks and activities: 

1. Support the updating and implementation of the Communications Strategy and Plan 

Review and Update Communications Strategy: Review Programme-related materials and propose updates/revision of communications strategy in line with UNDP and donor requirements and communications plan for the programme (GCF/SDC/SIDA projects) if needed.  Coordinate with Communications Teams: Work closely with the UNDP CO communications team to ensure smooth coordination of communication activities across the projects. Maintain Communication Planner: Ensure regular updates to the communication planner for GCF/SDC/SIDA projects, ensuring alignment with the UNDP CO communications team’s planning.

2. Support Event Planning and Management.

Support in Public Event Planning: Assist the program team in the planning and organization of public events, such as working group meetings, workshops, conferences, and UN Day celebrations. Support Outreach and Awareness Campaigns: Contribute to the planning and implementation of outreach campaigns and awareness-raising events aimed at fostering engagement and visibility. Provide Inputs for Event Execution: Work with the UNDP communications team to help organize and lead public events, outreach campaigns, PR activities, and media coverage. 

3. Support Media and Public Relations

Media Coverage for Public Events: In cooperation with UNDP communications team, develop and edit the content of information and promotional materials, including press releases, press kits, promotional leaflets, brochures, information packages. Draft Communications Materials: Prepare, edit, and finalize various communication documents such as speeches, briefers, talking points, correspondences, success stories, and press releases. Organize PR Materials: In collaboration with the UNDP communications team, manage the process of designing, printing, and disseminating visibility and programme materials. Coordinate with graphic designers for the layout of PR materials.

4. Support in Content Creation and Publications.

Create Content for Publications: Research and gather data for use in publications, articles, blogs, and reports. Develop drafts for short stories, best practice stories, and blogs/articles for publication. Develop Communication Materials for Stakeholders: Produce bulletins and other communication materials tailored for key stakeholders, donors, and partners, ensuring content is relevant and engaging. Contribute to Project Reports: Participate in the development and editing of project deliverables and reports, ensuring they are polished and of high quality.

5. Monitoring and Evaluation of Communications Activities.

Monitor Communication Tools and Activities: Implement mechanisms for monitoring and evaluating the effectiveness of various communications tools and activities, ensuring they contribute to the overall project objectives and desired outcomes.

6. Information and Knowledge Management

Support Knowledge Management: Assist in information and knowledge management efforts as needed, ensuring the dissemination and sharing of valuable project insights and lessons learned.

The incumbent performs other duties within their functional profile as deemed necessaryfor the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under direct supervision of the National Project Coordinator (GCF), SDC/SIDA Project Managers and E&E portfolio team leader and in close collaboration with the UNDP CO Communication Team, Information Management and Reporting Associate will support the pogramme team to ensure effective information management and reporting.

Required Skills and Experience

Education:

Completion of Secondary Education.  Or

University degree in Social Science or Economy, preferably in Public Administration, Communication, Economics, International Relations, Development Studies, Management or related disciplines will be given due consideration, but it is not a requirement.
 

Experience:

Minimum 6 years (with secondary education) or 3 years (with bachelor’s degree) of relevant working experience in stakeholder engagement, customer services, reporting is required. 

Required  skills             

•              Experience in developing presentations using different programs (e.g. Power Point, or Prezi, etc)

•              Experience in community level engagement at least from two projects.

Desired skills in addition to the competencies covered in the Competencies section 

•              Experience of working in international organization would be an asset.

•              Experience in developing communication content/materials would be an asset.

•              Experience in knowledge products management would be an asset.

Required Language(s) - Fluency in English and Georgian is required.
