Work LocationNairobi Expected duration5 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division engages with governments and other partners to develop and promote ecosystem-based solutions for sustainable development. This assignment is in the Nature Frameworks Support Unit of the Biodiversity and Land Branch, Ecosystems Division. Duties and Responsibilities The NBSAP Accelerator Partnership is a country-led global initiative to support the development and implementation of ambitious National Biodiversity Strategies and Action Plans (NBSAP) and collectively achieve the goals and targets of the Global Biodiversity Framework (GBF) and, ultimately, the global vision of living in harmony with nature by 2050. The NBSAP Accelerator Partnership provides technical and financial support for the implementation of GBF- aligned NBSAPs, including via strengthened country-driven stakeholder coordination, collaboration and sharing of best practices to identify country needs to implement their NBSAPs, raise national profile of countries' NBSAPs, and fast-track implementation support for NBSAPs through a matchmaking service, increased access to expertise, knowledge and capacity development, and via in-country/facilitation support to countries/regions. The NBSAP Accelerator Partnership is supported by a Global Coordination Unit (GCU), providing a secretariat function which include facilitating and coordinating key activities, measuring and communicating progress and supporting the Steering Committee to achieve the objectives of the NBSAP Accelerator Partnership. Funded by the Government of Canada, the NBSAP Accelerator Partnership is implementing the project “Accelerating systemic change for gender equality and biodiversity conservation through NBSAPs” which aims to support seven countries from different regions in accelerating systemic change for gender equality and biodiversity conservation through a country-driven approach (Antigua & Barbuda, Costa Rica, Comoros, Eswatini, Tajikistan, Thailand and Togo). UNEP, United Nations Development Programme (UNDP) and Alliance of Bioversity International and CIAT support the implementation of the project, in collaboration with the Secretariat of the CBD. The objective is to increase capacity, awareness, and outreach to relevant stakeholders by identifying problems and co-creating country-led solutions. Learnings are shared in global knowledge exchanges across the seven countries and beyond, contributing to the implementation of the Kunming-Montreal Global Biodiversity Framework. Duration of the project is 18 months (October 2024 to March 2026: inception phase: October 2024 to February 2025, implementation phase: March 2025 to March 2026). UNEP is responsible for the management of the project, including national implementation via six Small Scale Funding Agreements (SSFA) with 5 partner countries and 1 non-state organisations in one partner country, administration of a Project Cooperation Agreement (PCA) with Alliance of Bioversity International and CIAT and overall financial and narrative reporting to the donor (Global Affairs Canada). UNDP is implementing a part of the project. The Individual contractor's main role will be to assist contract administration, budget and finance and general administration. Reporting to the Head, Nature Frameworks Support Unit and the NBSAP Accelerator Partnership Global Coordinator, the individual contractor will undertake the following assignments: Priority tasks include: Contract Administration • Assists with day-to-day administration of contracts between the UN and external contractors, including 6 Small Scale Funding Agreements (5 with countries and 1 with a non-governmental organization) and 1 Project Cooperation Agreement (including advice implementing partners on financial reporting and requirements) Processes the payment requests and monitor payments and disbursement of funds to the implementing partners and UNDP Budget and Finance • Assists in the preparation of supporting documents with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. • Assists in the preparation/finalization of financial report (financial annual and final reporting to donor, based on financial reports from the implementing partners and agencies) • Assists in the preparation and review of financial and human resource proposals/requirements. Consolidates budget/work programme with respect to the projects’ budget, grants and procurement. • Monitors expenditures and compares with approved budget; prepares adjustments as necessary. • Prepares or customizes financial reports from IMIS system generated reports. • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. General administration • Performs other related administrative duties, as required (e.g. assist in travel logistics; monitoring accounts and payment to individual contractors and implementing partners; organizing and coordinating seminars, conferences and translations). • Support monitoring and evaluation (M&E) • Assist in preparation of M&E data (remind implementing partners on requirements) • prepare relevant statistical M&E data according to reporting requirements of the project Secondary tasks include: • Provides administrative support as required. • Performs other related duties, as assigned. Qualifications/special skillsA university degree, bachelor or advanced is required. 5 years of experience in administrative services, finance, accounting, audit or related area is required. Experience in programme and administrative support within the UN is desirable. LanguagesLanguage: English and French are the working languages of the United Nations Secretariat. Fluency in written and spoken English is required. Working knowledge of another UN language is an advantage, particularly French and Spanish. Additional InformationNot available.
