Under the direct supervision of the Notional Resource Management Officer (NRMO) and the overall supervision of the Resource Management Officer (RMO), the incumbent will be responsible for providing finance support services to the mission’s activities.
Responsibilities and Accountabilities:
- Provide procedural guidance to managers and staff; supervise, guide and train other finance support staff;
- Prepare budget for new proposals, monitoring budgets & monthly burning rate for projects.
- Prepare monthly and interim financial report in coordination with Programme and with NRMO.
- Communicate with and provide specialized advice to the project units, relevant departments, and stakeholders with regard to administrative and financial management, as and when required.
- Assist NRMO in preparation of staff and office costs projectization.
- Assist to ensure the internal control measures regarding receipts and payments of the mission, financial documentation, and confidential electronic files.
- Provide timely accounting function support of the mission as per IOM rules and regulation and make entry in IOM accounting software.
- Ensure the accounting data are properly entered in the system, in accordance with IOM Financial rules and practices, maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentations.
- Assist in month end accounts closure and ensure that the deadlines
- Prepare annual budget submission and revisions including estimating the cost of staff as well as Office costs and other contracts, services or running expenses.
- Assist monitoring that bank reconciliations for IOM accounts are regularly performed and reviewed by designated stakeholders.
- Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation;
- Draft responses or respond to audit queries;
- Review the status and monitor the proper maintenance of Vendor Accounts (Staff and non-Staff) in accounting system.
- Coordinate with projects units to prepare project closure plan and follow-up on open commitments and make sure to clear all items included in project closure checklist.
- Bring to the attention of the NRMO and RMO for any relevant financial and budgetary issues and recommend corrective actions.
- Assist NRMO in preparing, monitoring, and updating the financial monitoring reports, tools, and Power BI dashboards.
- Supervise and provide guidance and training to finance staff as required and monitor the process workflow inside finance unit to be on time.
- Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.
- Supervise and monitor finance E-filing system; and,Perform other related duties as required
Education:
- Bachelor’s degree in Business Administration, Accounting, Finances, or related field with five years of relevant professional experience.
Experience:
- Proficient in Microsoft Office applications e.g. specially Excel, Power BI, E-mail, Outlook; previous experience in SAP is a distinct advantage;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things; and,
- Familiarity with International Accounting Standards (IAS)
- 5 years prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
