Setting and ReportingThe Department of Safety and Security (UNDSS) is responsible for leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is in the newly established Roving Field Support Unit of the Emergency Response Team, under the Division of Field Operations, based in Istanbul, Turkey, and reports to the Head of the Emergency Response Team. This duty station has been designated by the International Civil Service Commission as an \"A\" hardship and a family duty station. The Roving Field Support Unit provides immediate surge support, strengthening the Department’s ability to respond rapidly to emerging, unforeseen, or urgent security capacity needs. When deployed, members of the Unit are required to carry out the responsibilities outlined in the surge Terms of Reference (ToR) and to operate under the direction of the Principal/Chief/Security Adviser (P/C/SA) for the period of the surge assignment. The Field Security Coordination Officer will be responsible for conducting context-specific security needs assessments and supporting security risk management planning and coordination to enable effective security response. The incumbent will be required to extensively travel to the field to support UNDSS response to emergencies and protracted crises. Deployments will typically last for three months, with the incumbent expected to deploy on average three times per year. For more information on the Department, and how we make an impact on the world in enabling the achievement of SDGs, visit: https://www.un.org/undss/ ResponsibilitiesWithin delegated authority, the Field Security Coordination Officer may be responsible for the following duties, including when deployed as part of the Roving Field Support Unit: • Provides substantive inputs in the forecasting of the evolving security environment and the UN’s security and operational responses contextualized to the deployment context. Using analytical techniques and collaborative team research, supports planning, ensures awareness of the current trends and anticipates imminent crisis response needs to enhance or adjust security programmes. • Supports the development of risk management strategies and drives planning using situational awareness, critical thinking, and logic to detect and interpret early signals, emerging trends and analysis of multi-dimensional threats that may impact security in the specific deployment context. Identifies the strengths and weaknesses of different solutions, conclusions, or approaches to problems. Employs quality tools and processes developed by the Operational Resilience Section (ORS) during all deployments. • Prepares, reviews, implements, and supports security planning, security risk management documents and risk management-based security solutions through innovation and creativity tailored to the specific deployment context to enable safe humanitarian access and operations. Supports the development and implementation of risk management measures and security plans. • Provides written analysis of security trends and reporting of incidents. Participates in meetings, committees, and task forces, prepares papers on security issues, delivers timely reporting, briefings, and analysis, including providing responses on emerging security trends, as needed, tailored to the specific context, when deployed and during off-deployment periods. • Contributes to policy development, training, and ensures integration of gender, diversity, and people-centered security approaches when deployed and during off-deployment periods to support emergency response. • Advises on, and supports, the inclusion of security in all stages of United Nations activities and programmes. Provides security input into programme and operational planning and directly supports delivery of UN programmes tailored to the deployment context. Provides advice and support to line managers responsible for security. Enables the delivery of mandates and programmes through direct operational assistance tailored to the specific context. • Supports and collaborates with relevant parties, building consensus to ensure alignment and support for security operations and initiatives to best enable UN activities in the deployment context. • When assigned during deployments, supports the management of security-related projects, prioritizing work to meet deadlines and following defined processes, policies, procedures and guidance, fostering alignment with colleagues and across organizations. • Monitors and contributes to activities that relate to the implementation and evaluation of preparedness and compliance; drives results that help support efficiency and effectiveness of operations. • Enhances communication and trust through active collaboration, consultation and exchanges with agencies, funds, and programmes and other stakeholders, for information sharing, coordination of responses, provision of security briefings, taking into account operational activities and risks tailored to the specific context. • Collaborates closely with peers and colleagues, fosters trust and collaboration among UN agencies, non-governmental organizations, diplomatic missions, partners, and Host Government representatives with a view to understanding what the UN is trying to achieve, obtaining the best security support, and staying abreast of existing and emerging threats and how they may impact United Nations System activities, personnel, dependents, premises, residences, and property, when deployed and during off-deployment periods to support emergency response. • When assigned during deployments, strengthens awareness and capacity of relevant personnel by supporting the development, updates and delivery of contextually relevant security training and advice. • Conducts security surveys and assessments, creatively leveraging tools and processes, identifying and recommending the most simple, reasonable, effective and efficient security measures, including for emergency response, even when there is incomplete, contradictory and/or fluid information, both when deployed and during off-deployment periods. • Supports organizational resilience and contingency planning, crisis decision-making, and the development of disaster recovery and business continuity plans, by providing information and analysis including situational monitoring and updates tailored to the deployment context. When assigned, assists with internally relocating personnel and assets in a conflict zone or supporting the development and implementation of evacuation plans from a country. • Provides support to establishing and maintaining a functioning Security Communication System tailored to the deployment context. • Supports budget, finance and logistical planning for the security office and participates in relevant United Nations administration, finance, and logistics forums as needed. Supports resource mobilization, formulates work plans and follows up on its implementation. Manages performance of security personnel under his/her supervision in coordination or collaboration with assigned supervisor or reporting officer during the deployment. • When deployed as part of the Roving Field Support Unit and Emergency Response Team reserve, serves as a second wave of emergency response support to ensure continuity, sequencing, and handover in crisis contexts, including supports the operationalization of emergency mechanisms, contributes to security risk management and planning, provides tailored security advice to the UN system, and establishes or reinforces Saving Lives Together (SLT) coordination at the field level. • Drafts after-action reports following each deployment or emergency response, identifying gaps, highlighting good practices, and contributing to the UNDSS knowledge base for continuous improvement. • Supports readiness initiatives for UNDSS countries on the watchlist during off-deployment periods, in coordination with the ERT; contributes to anticipatory action and early warning efforts, advises on inclusive, data-informed security strategies, enhances operational readiness through collaboration with ORS on foresight and preparedness, and prioritizes sustained assistance to P/C/SAs to ensure security plans, SRMs, and contingency plans are complete and operational. • Actively implements departmental approaches to mainstreaming gender, diversity and inclusion into all aspects of the work as well as ensuring the implementation of people-centred security risk management approaches considering specific threats or vulnerabilities of personnel and adapting practices and measures in support of diversity and inclusion, when deployed and during off-deployment periods to support emergency response. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting, when deployed and during off-deployment periods to support emergency response. • Performs other functions as directed by the Head of the Emergency Response Team. Work ExperienceA minimum of five years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk or disaster or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required. At least three years in the last six years working within the UN Common System or comparable international organization or nongovernmental organization in a conflict, post-conflict or natural disaster setting, out of which two years at the international level, is required. Experience in planning, design, implementation, or review of risk mitigation measures related to operations impacted by insecurity is required. Experience in contingency planning and crisis management strategies, as well as in contributing to the UN's, or a comparable international organization, response to crisis or emergency situation is required. Specialized experience in such areas as security programmes, risk assessments, or analysis is required. Experience enabling or implementing humanitarian programmes in complex crisis contexts is desirable. Experience in civil-military coordination and access negotiation is desirable.
