Background

Following its Country Programme Document (CPD) for the Kyrgyz Republic for 2023-2027, UNDP supports the Kyrgyz Republic in moving towards a low-carbon, risk-informed and resilient development, sustaining and protecting healthy ecosystems to implement international climate action commitments.

The Climate, Environment and Energy (CEE) Cluster is the largest programme cluster at UNDP Country Office in the Kyrgyz Republic, focusing on delivering solutions for climate adaptation and mitigation policies, environmental protection, biodiversity, natural resources management, sustainable energy and disaster risk management.
The cluster works with a variety of partners at regional, national, and sub-national levels for the transparent, accountable, and sustainable management of natural resources, renewable energy, ecosystem services, chemicals, and waste, for ensuring better livelihoods for the Kyrgyz citizens. At a larger scale, the CEE’s interventions are aimed at helping the Kyrgyz Republic transition toward a low-emission and climate resilient sustainable development, prepare for and build resilience to the impacts of climate change, and pursue low-carbon development pathways that guarantee a cleaner, greener, and a more secure future.

It is within this context that UNDP in the Kyrgyz Republic seeks to bring on board a Field Project Associate to provide field support in community mobilization, stakeholder engagement, and logistical coordination for the Climate Change Adaptation and Disaster Risk Management team within the CCE cluster. This field-based position will support the implementation of UNDP’s projects focused on climate change adaptation and disaster risk management, ensuring effective on-the-ground delivery across Osh, Batken, and Djalal -Abad regions in Kyrgyzstan. The Field Project Associate will also maintain records to enhance program efficiency and impact.
 

Duties and Responsibilities

Scope of Work 

Under the supervision of the Programme Coordinator, the Field Project Associate will support project implementation by undertaking the following scope of work.

Support field-level implementation and monitoring of project activities focusing on the achievement of the following results:  Support implementation of project activities in line with the Annual Work Plan (AWP), including preparing periodic technical and financial reports and conducting regular monitoring of activities through field visits. Assist local governments and local authorities in understanding and achieving projects objectives. Provide guidance in managing and monitoring interventions and propose work plan adjustments as needed.  Conduct regular monitoring of field activities by responsible parties to ensure compliance with project design and relevant regulations. Analysis, research, summary, and presentation of basic information/data on field activities and related topics. 

 2. Provide programme support to subnational government counterparts and key stakeholders 

Under project leadership guidance, facilitate close collaboration with oblast, district, and local-level government bodies and other stakeholders. Support the collection and analysis of data relevant to climate change adaptation and disaster risk management use, integrating these insights into local planning processes. Support capacity-building initiatives, aiding local stakeholders in the preparation of inclusive development plans that integrate climate change adaptation and disaster risk management priorities.

3. Administrative support to the implementation of project activities

Assist in planning and organizing trainings and events to ensure the participation of local stakeholders while adhering to program standards for inclusivity and gender equality. Organize field visits, missions, and meetings, ensuring logistical arrangements are in place.  Assist in compiling expenditure reports and financial documentation as required. Prepare routine correspondence, meeting minutes, background materials, and other necessary documents.

4. Support effective mainstreaming of gender equality and community participation: 

Ensure gender equality and community participation in project activities, with a particular focus on projects sites. Ensure that all collected data is gender-disaggregated to support gender-sensitive reporting and monitoring.

5. Support facilitating knowledge sharing and communication: 

Facilitate consultation, exchange of information, and knowledge-sharing among local stakeholders. Support project communication efforts, including news articles, storytelling, social media, and online presence, in coordination with the lead communication expert. Perform any additional duties as assigned by the supervisor or project management. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Field Project Associate will be based in Osh, Kyrgyzstan, and will work under the supervision of the Programme Coordinator in Bishkek, closely collaborating with UNDP colleagues in the Batken and Osh regional offices. In carrying out duties, Field Project Associate will work closely with the relevant ministries, as well as with district and local-level stakeholders in the Osh, Batken, and Jalal-Abad oblasts, along with other project partners and stakeholders.

Required Skills and Experience

Education:

•     Secondary education is required.
•     University degree (Bachelor’s degree) in Environment, Development, International relations, Social Science or other relevant related fields will be given due consideration but is not a requirement.

Experience:

•     Minimum 6 years (with secondary education) or 3 years (with bachelor´s degree) of relevant experience for of experience in supporting local governments and/or communities in the area of nature resources management and/or disaster risk management and/or climate change adaptation or related field.

Required skills: 

•     Solid overall computer literacy, including proficiency in various MS Office applications and email/internet; database management skills; and use of office equipment. 

Desired skills: 

•     Practical knowledge and experience in operational/administrative support and monitoring and evaluation of project activities in the fields of сlimate change adaptation and/or disaster risk management or related field. 
•     Experience providing project management support, including drafting correspondence on budgets, financial issues, and project documentation.
•     Experience collaborating with government bodies and diverse stakeholders (e.g., development partners, CSOs, local communities, academia).
•     Knowledge of Government and UN/UNDP procedures.
•     Experience in conflict resolution, inter-group mediation, as well as prevention of conflicts of interest.

Required Languages: 

•     Fluency in  Kyrgyz, Russian, and English is required.
