Org. Setting and ReportingThe position is in the United Nations Mission in South Sudan (UNMISS). The position is based in Juba and is located in the Electoral Affairs Division (EAD). UNMISS leads the provision of electoral assistance in an integrated manner with the UN Country Team, through the UN Integrated Electoral Assistance Team in South Sudan (IEAT). The Electoral Officer (Political Engagement) will report to the Senior Electoral Officer, under the overall structure of the UN IEAT. The United Nations Security Council adopted resolution 2567 (2021) deciding that UNMISS's mandate is designed to advance a three-year strategic vision to prevent a return to civil war in South Sudan, to build durable peace at the local and national levels, and to support inclusive and accountable governance and free, fair, and peaceful elections in accordance with the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R- ARCSS). Furthermore, Security Council Resolution 2729 (2024) called on the UNMISS to provide technical assistance, to include capacity-building, logistical support for creating the conditions conducive to free and fair elections, conducted through a peaceful process, as appropriate, in coordination with the United Nations Country Team and regional and international partners as well as security support to facilitate the electoral cycle, consistent with the R-ARCSS. ResponsibilitiesWithin delegated authority, the Electoral Officer (Political Engagement) will be responsible for the following duties: • Provide technical assistance to the Political Parties Council (PPC), National Elections Commission (NEC) and other electoral stakeholders related to their mandate and the inclusion and participation of political parties in the electoral process. • Support the drafting and revision of PPC regulations and procedures to enable the implementation of the Political Parties Act. • Support to the provision of electoral technical assistance to the electoral process areas of the electoral cycle. • Support the PPC with the development and roll out of a framework for monitoring and regulating political party activities at state level, including a Monitoring, Evaluation and Reporting Tool (Observation on Conduct of Political Party Primaries; Annual Reports by Political Parties). • Support the PPC in the review of its structure including for the establishment of field offices and develop ToRs for staff as required. • Advise and support PPC to design and apply accountability mechanisms throughout its structure in headquarters and field levels. • Assist national counterparts in developing and maintaining regular and impartial communication and consultations with political parties, media organizations, non-governmental organizations and gender focal groups. • Assist national counterparts in raising awareness amongst political parties and stakeholders on the legal framework for political parties. • Assist national counterparts in developing a strategy to support gender inclusion within political parties and support the design of activities directed to enhance the participation of women and other vulnerable groups within political parties’ structures and in the political life more broadly. • In coordination with Political Affairs Division (PAD) and relevant sections/agencies, support the engagement of, awareness raising and trust building initiatives with political parties with other electoral stakeholders and within and amongst parties themselves. • Monitor the impact of domestic and international norms and processes on female participation and provide advice to national counterparts on appropriate corrective measures. • In close collaboration with PPC counterparts, develop and roll out department specific capacity development plans in response to the institution's strategic plans addressing weaknesses in the short, medium and long-term window while adopting innovative yet sustainable approaches to capacity building. • Support in the design of curricula to guide institution-wide capacity development of national counterparts as related to terms of reference. • Support PPC to design a risk matrix, monitoring specifically identified areas, keeping stakeholders informed, and engaging stakeholders in candid discussion with a view to encourage close collaboration and find practical ways forward. • Contribute, and often supervise the contribution to, capacity-building of national counterparts and strengthening of national electoral institutions. • Monitor the impact of domestic and international norms and processes on female participation and provide advice to the Electoral Management Bodies on appropriate corrective measures. • Undertake a proactive role in designing and supporting the lessons learnt process. • Document lessons learnt and best practices in capacity development initiatives. • If required, supervise and manage the performance of national and international staff assigned to the area of responsibility. • Establish and maintain professional and productive partnerships with national counterparts and other key stakeholders in the electoral process. • With PAD, maintain contacts with political parties and other stakeholders as required. • Responsible for drafting reports, talking points, briefing notes, minutes of meetings, and contributing to production of reports associated with the area of responsibility, to include the provision of producing power point presentations and other graphic documents associated with reporting and presenting on support to the Mandate. • Compile, provide and deliver regular briefings (both oral and written) and reports in the assigned area of responsibility in close collaboration with other relevant partners as required and assigned. • Perform other related duties as required. EducationAdvanced university degree (Master's degree or equivalent) in political science, international economics, international relations, law, public administration, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of seven (7) years of progressively responsible experience in elections and related areas in at least three (3) countries is required. At least three (3) years’ experience supervising, implementing, supporting or advising on electoral processes combined with experience in political parties' support and structures, including political analysis, is required. At least three (3) years’ experience in an institutional capacity building role in an electoral context is required. United Nations electoral experience in a peacekeeping operation, political mission and/or a UN agency or other relevant international electoral experience is required. Previous work experience in support of an Election Management Body is required. Experience in developing countries is required. Previous experience of managing teams of different backgrounds is desirable. Experience in bilateral or multilateral negotiations is desirable. Experience in post-conflict situations is desirable. Experience in managing projects is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
